Description/Analysis

Issue Detail: As a community inspired project highlighting diverse cultures around Lawrence Park, the applicant, Brenyanna Gaulman, wishes to display a mural she designed through conversations with her community members and her own experience as a resident in the neighborhood. The Applicant’s Phase 1 Application was recommended for approval by the Commission in March 2026. As part of the Art in Public Places program TPAA program, the Commission should now review and discuss the Phase 2 application and mural design. With Commission recommended approval, APP will execute a license agreement for the Applicant to display the mural. As a component of the TPAA program, the applicant will be responsible for all costs, provide the required insurance for installation, and be responsible for maintenance of the mural. The anticipated lifespan for the mural is 5 years with an option to extend the agreement for an additional 5 years.

Policy Considerations: The Arts Culture and Creative Economy Commission (ACCEC) is charged with providing for the nature, selection, and placement of artworks.
This discussion is in alignment with Creative Edge: Sacramento’s Arts, Culture and Creative Economy Plan (Creative Edge), which was adopted by Sacramento City Council on July 3, 2018, and which serves as the guiding policy framework for the Office of Arts and Culture.
This item addresses the following two (2) Creative Edge goals:
Goal 2: Advance cultural equity for all Sacramento’s diverse populations; and Goal 5: Celebrate and infuse all Sacramento neighborhoods and districts with arts and culture.
This item also addresses the following three (3) 2025 ACCEC Workplan goals:
Goal 2: Enhance community awareness and understanding of ACCEC as a supportive, accessible resource dedicated to arts and culture; Goal 3: Advocate for City of Sacramento policies and initiatives that value, support, and build the arts and cultural community and ecosystem; Goal 5: Continue to work with the Office of Arts and Culture in uplifting the goals of the Creative Edge Plan.

RationaleforRecommendation
Rationale for Recommendation: The TPAA program gives community members and others the ability to propose projects on city property and outlines the two-phase procedure to review these project proposals. The TPAA is now a city-wide policy. The Office of Arts and Culture (OAC) developed this application process to create a fair, equitable, and transparent process for community members to propose and execute artwork on city property. The application includes multiple letters of support, and in the OAC conducted survey, the overwhelming majority of respondents showed support for the proposed mural. OAC staff has reviewed and supports this application. The mural design has been circulated in the immediate area and has received community support.

FinancialConsiderations
Financial Considerations: Through a separate application process, the applicant was awarded a city grant from the Office of Innovation and Economic Development (OIED) to execute this mural and associated Lawrence Park events. While no APP funds are required or will be expended for this project, the City license agreement for the mural will be used to distribute the OIED grant funds awarded to Brenyanna Gaulman. This project will be a licensed display as part of the City’s temporary public art collection, and all maintenance will be handled by the Licensee.
