Recommendation

Issue Detail: As specified in California Penal Code sections 13821 and 13826-13826.7, the Sacramento Police Department (SPD) receives annual allocations to manage a Gang Violence Suppression (GVS) program. Traditionally, and as permitted by section 13826.4, SPD partners with the Sacramento County District Attorney’s Office and community-based organizations specializing in gang intervention and prevention. The remaining funds maintained one full-time Police Officer position and related staffing costs. (Resolution 2020-0251.)
Due to operational demands and staffing constraints, beginning FY 2026/27 through FY 2029/30, SPD proposes prioritizing the full allocation toward sworn personnel and investigative costs to ensure sustained enforcement and timely suppression of gang-related activity. Concentrating funds within SPD will maximize accountability, streamline administration, and preserve critical public safety resources.

Policy Considerations: The recommendations contained in this report are consistent with City Council Resolution 2025-0162 which requires City Council approval to accept grant funding, establish an operating grant project, and appropriate funding when the grant ward is in excess of $250,000.

RationaleforRecommendation
Rationale for Recommendation: The State GVS program has been in existence since July 1, 1998. The partners involved in the GVS program have created a comprehensive strategic and tactical plan to effectively address many of the issues that are associated with and contribute to gang involvement and violent criminal activities. Authorization to accept this funding will allow the continuation of efforts to enhance the City of Sacramento’s overall effectiveness in addressing gang violence within the community.

Financial Considerations: The funding for the GVS program is generated through the California vehicle license fee and the amount the City receives varies from month to month, as per Government Code section 30061(g). SPD estimates that $375,000 in GVS funding will be available each year.
