Issue Detail: On February 16, 2021, the City Council adopted Resolution No. 2021-0042, establishing the Vision Zero School Safety Plan as the guiding framework for safety improvements near 20 schools throughout the City. All public and charter elementary, middle and high schools were considered with the initial Vision Zero School Safety Study, with 20 chosen based on the number of collisions within a 1/4 mile of the school site and consideration of geographic equity used to ensure that the safety assessments were accessible to families and schools across Sacramento.
The Vision Zero School Safety Study was a collaborative effort to document conditions for students walking, bicycling, taking transit or being dropped off and to identify potential infrastructure and operational barriers to safe and equitable travel to school. As part of the study, walk audits were conducted at each of the 20 schools and discussions were facilitated among the participants to review observations and discuss possible improvements. Recommendations for each site are identified in the Vision Zero School Safety Plan and are categorized by readiness.
Separate from the Vision Zero School Safety Project - Phase 2 (T15255500), the Vision Zero School Safety Project (T15235600) will implement the recommended safety improvements at seven of the twenty schools and will be advertised for construction in 2026.
Three of the twenty schools have been removed from project consideration as the recommendations for those schools are being implemented through district led projects and other City projects.
This Vision Zero School Safety Project - Phase 2 will evaluate and advance recommended improvements at the following ten schools:
1. H Allen Heights Elementary School / Natomas Middle School
2. Garden Valley Elementary School
3. Northwood Elementary School
4. Mustard Seed School
5. Washington Elementary School
6. Miwok Middle School
7. Sacramento Charter High School
8. Bret Harte Elementary School
9. Capitol Collegiate Academy
10. Rio Cazadero High School / Las Flores High School
The implementation of some of the Vision Zero School Safety Plan recommendations require additional analyses to confirm feasibility. Additional funding is being requested to perform these evaluations. The studies will include analysis of traffic conditions, evaluation of traffic control device warrants in accordance with the CA-MUTCD, identification of site modifications and potential property or utility impacts, assessment of environmental considerations, preparation of construction cost estimates, and development of implementation budgets.

Policy Considerations: The actions requested herein are consistent with the City General Plan goals and key policies that accommodate and promote safe and convenient travel for all user, including increasing bicycling and walking (M-1.11); improve and install walking facilities (M-1.14); and remove barriers to walking (M-1.16); and increase bicycle safety (M-1.18).

Environmental Considerations:
California Environmental Quality Act (CEQA): This action involves finance and budgeting for future proposed activity. Any request for approval of the activity involving physical changes in the environment would be accompanied by review as required by the California Environmental Quality Act (CEQA). The action is not a project as defined by CEQA and is not subject to environmental review at this point. The action involves administrative actions which do not involve any commitment to any specific project which may result in a potentially significant physical impact on the environment. CEQA Guidelines section 15378(b)(4); 15060(c)(3).

Sustainability
Sustainability: The feasibility and traffic studies for the Vision Zero School Safety Project - Phase 2 will support future safety improvement projects and advance the City Council’s sustainability priorities The City’s Climate Action and Adaptation Plan include several implementation measures to improve pedestrian activity. The project would provide the basis for advancing several of these implementation measures including providing low-stress pedestrian connections (TR-1.2); and supports safe routes to schools (TR-1.7).
