Description/Analysis
Issue Detail: The Department of Youth, Parks, & Community Enrichment is seeking approval to award a contract to Sierra Valley Construction (Sierra) for the North Natomas Community Park Landscaping Project. Sierra was the low bidder and the contract amount is $109,052. The improvements affect 0.80 acres of the park and consist of clearing and grubbing, installing 6’ benches on concrete pads, an irrigation system, soil amendment, tree planting, bark mulch and a plant establishment period. Construction is expected to be completed in summer 2019.
North Natomas Community Park is a 35.4-acre community park located at 1839 North Bend Drive, in Council District 1.
Policy Considerations: City Code Chapter 3.60 provides that City Council approval is required to enter into construction agreements over $100,000.
Providing parks and recreation facilities is consistent with the City’s strategic plan to enhance livability in Sacramento’s neighborhoods by expanding park, recreation, and trail facilities throughout the City.
Economic Impacts: The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.
The park construction project in the amount of $109,052 is expected to create 0.44 job (0.25 direct job and 0.19 indirect job through indirect and induced activities). Furthermore, it will create $67,332 in total economic output ($42,440 of direct output and $24,892 of output through indirect and induced activities).
Environmental Considerations: The proposed project is exempt from environmental review under CEQA Guidelines Sections 15301 and 15303. The project consists of the repair and minor alterations of existing public facilities, and construction of limited numbers of new small facilities and equipment.
Sustainability: The park improvements are consistent with sustainable design through the use of recycled materials and local suppliers.

Rationale for Recommendation: The formal bidding process for the North Natomas Community Park Landscaping Project was posted in accordance with City Code 3.60 and Administrative Policy AP-4002. The bids were opened on February 20, 2019. Staff received seven bids and the results are listed below:

The Engineer’s Estimate for the base bid was $93,305 and $4,136 for all the additive alternates, for a total amount of $97,441.
The low bidder was determined on the base bid plus all additive alternates.
Pursuant to City Code Sections 3.60.020 and 3.60.360 E, it was determined that Sierra Valley Construction offered the lowest responsive bid and is a responsible bidder. The contract award is for the base bid plus additive alternates in the amount of $109,052.
Financial Considerations: The total project cost includes the base $97,937 bid plus additive alternates, in the amount of $11,115 for 6” Concrete Curbing and 9” Concrete Mow strip, for a total contract amount of $109,052. There is sufficient funding in L19140600 to award the contract.
This is an existing park; the annual maintenance and utilities costs are covered in the
Department of Youth, Parks, & Community Enrichment’s operating budget for maintenance, water, and utility costs.
Local Business Enterprise (LBE): Sierra Valley Construction exceeded the 5% LBE participation requirement.
