IssueDetail

Issue Detail: The City’s 2021-2029 Housing Element is the City’s 8-year housing strategy. This ambitious plan includes goals, policies, and implementation programs to further incentivize and support housing production at all income levels in order to meet the City’s Regional Housing Needs Allocation (“RHNA”) of 45,580 units by 2029 (Resolution No. 2021-0259). The Annual Progress Report is a State-mandated report that details the progress made during the prior year in meeting Housing Element goals.

 

The contents of the Annual Progress Report are specified in state law, and include detailed reporting on planning approvals, building permits, and Housing Element program implementation. Background on the methodology used to prepare the report can be found in Attachment 2-Background. A summary of progress made in overall housing production over time can be found in Attachment 3-2025 Housing Production Summary. The 2025 Housing Element Annual Progress Report (Table B and Table D) can be found in Attachment 4.

 

The 2025 housing production data shows that:

 

                     Overall Production: The City produced 2,737 units in 2025, representing a 14.7% increase over 2024 (2,387 units). Production levels have rebounded and now exceed both 2023 and 2024 totals. This is approximately 48% of the 5,698 units that need to be built annually to meet the RHNA of 45,580 units over the eight-year planning period. Figure 1 in Attachment 3 shows total housing production in 2025 in comparison to past years.

                     Deed-Restricted Production: In 2025, the City produced 930 deed-restricted units affordable to extremely low-, very low-, low-, and moderate-income households, accounting for 34.0% of total production.

                     Accessory Dwelling Unit Production: ADU production continued a steady increase in 2025 by 15.4% with 390 units permitted in 2025 and 338 in 2024.

 

Staff will provide an overview of the 2025 Housing Element Annual Progress Report as well as provide an update on affordable housing projects that the City has directly invested funding, status of those projects, and affordable housing projects in the pipeline. Details can be found in Attachment 5-Presentation.

Policy Considerations: The Housing Element Annual Progress Report tracks the City’s progress in implementing the 2021-2029 Housing Element and addressing Sacramento’s housing needs through policies and programs.

 

Equity Considerations: The 2021-2029 Housing Element advances housing options for all income levels and includes various policies and programs addressing equity, inclusion, and antidisplacement.
