IssueDetail

Issue Detail: El Camino Avenue, from Del Paso Boulevard to the Steelhead Creek trail crossing, was identified in the City’s Vision Zero Action Plan as one of the top five corridors with the highest numbers of fatal and serious crashes involving pedestrians, bicyclists, and motor vehicles in the City of Sacramento. El Camino Avenue was further studied in the Vision Zero Top Five Corridors Study which proposed safety countermeasure improvements that include pedestrian scale lighting, narrowing vehicular lanes, traffic signal improvements, and high visibility crosswalks.

 

The City of Sacramento successfully applied for a Community Design Program grant through the Sacramento Area Council of Governments (SACOG) to fund preliminary engineering and environmental clearance for the El Camino Avenue Vision Zero Safety Project (Project). The City was awarded $1,062,000 in federal grant funds for the El Camino Avenue Vision Zero Safety Project. Concurrently with this effort, the Sacramento Transportation Authority (STA) approved a strategy to assist jurisdictions with the local funding match required to deliver projects using Measure A funding. The City was approved for $138,000 in Measure A funds from the STA to offset local funding requirements. City Council approval is required to accept the grant funds from SACOG.

PolicyConsiderations

Policy Considerations: The Project is consistent with the following specific policies from the Sacramento General Plan:

 

1.                     M-1: An equitable, sustainable multimodal system that provides a range of viable and healthy travel choices for users of all ages, backgrounds, and abilities.

2.                     M-1.2 User Prioritization. The City shall prioritize mobility, comfort, health, safety, and convenience for those walking, followed by those bicycling and riding transit, ahead of design and operations for those driving.

3.                     M-1.11 Increase Bicycling and Walking. The City shall strive to increase bicycling and walking citywide so that it can meet its equity, reduced vehicle miles traveled, and sustainability goals.

4.                     M-3.2 Street Design. The City shall ensure street design and potential redesign opportunities for existing streets minimize driver speed as appropriate within residential neighborhoods and incorporate street trees wherever possible without compromising connectivity for emergency access or people bicycling, walking, and using mobility devices.

5.                     M-3.3 Traffic. The City shall support planning and managing traffic from the perspective of the adjacent uses, using traffic management and traffic calming techniques.

6.                     M-4.1 Application of Safety. The City shall design, plan, and operate streets using complete streets principles to ensure the safety and mobility of all users.

7.                     M-4.2 Safer Driving Speeds. The City shall work to maximize the safety of the transportation network by designing streets for lower driving speeds and enforcing speed limits in an unbiased manner as well as promoting safer driving behavior.

8.                     M-4.3 Vision Zero. The City shall utilize a data driven, “vision zero” approach to eliminate all traffic fatalities and severe injuries by 2027, while increasing safety, health, and equitable mobility for all.

Environmental Considerations:

California Environmental Quality Act (CEQA): Acceptance of the grant funding will create a mechanism to proceed with environmental review of the project. The funding does not constitute a commitment to, or approval of, the prospective activity, and is not a “project” as defined in CEQA. CEQA review is not required. Appropriate CEQA review will take place as part of project development.15378(b) (4); 15060(c)(3).

Sustainability: This project is consistent with the City of Sacramento’s Vision Zero Action Plan with goals to improve and optimize the City’s transportation infrastructure for bicyclists and pedestrians. The project will reduce dependence on private automobiles, decrease the use of fossil fuels, and encourage active modes of transportation.

Rationale for Recommendation: The SACOG Community Design Program awarded the City of Sacramento $1,062,000 in grant funds for the El Camino Avenue Vision Zero Safety Project. The City was approved for $138,000 in Measure A funds from the STA to offset local funding requirements. These funds are required to deliver the preliminary engineering and environmental documentation for the project. Action by the City Council is required to accept the funds.

Financial Considerations: The estimated cost to complete the preliminary engineering and environmental documentation for the El Camino Avenue Vision Zero Safety project (T15216400) is $2,000,000. Currently the El Camino Avenue Vision Zero Safety project contains $800,000 in RMRA funding (Fund 2036). With approval to increase the revenue and expenditure budgets of the project by $1,062,000 (Federal Capital Grant, Fund 3703) and $138,000 (New Measure A Specific Project, Fund 2023) there will be sufficient funding to complete the preliminary engineering and environmental documentation for the project.

 

There are no General Funds currently planned or allocated for this project.
