Recommendation

Pass a Motion authorizing the City Manager, or his designee, to execute a fourth Supplemental Agreement to City Agreement No. 2016-0197 with Health Management Associates, Inc. (HMA), which would increase the agreement amount by $10,001 for a new total agreement amount not to exceed $110,000.

Description/Analysis

 

Issue Detail: The City of Sacramento Fire Department entered a sole-source agreement for the first time with Health Management Associates (HMA) Inc. to provide assistance with identifying Medi-Cal funding options including intergovernmental transfer programs (IGT) under managed care. 

 

HMA is the communication conduit between the Fire Department and the California State Department of Health Care Services (DHCS) and health care plans such as Anthem Blue Cross, Health Net, Kaiser and, Molina.

 

HMA is the only known contractor who can adequately assist the Department in determining eligibility to receive any federal cost recovery through the IGT program.

 

Policy Considerations: Participation in this program is consistent with Council’s adopted Budget Guideline to pursue new and enhance existing revenue sources as well as Council’s adopted Advanced Life Support (ALS) Revenue Recovery policy. In addition, pursuant to City Code Section 3.56.090, contracts of $100,000 or more are to be approved by the City Council.

 

Economic Impacts: Not applicable.

 

Environmental Considerations: This report concerns administrative activities that will not have a significant effect on the environment and does not constitute a “project” as defined by the California Environmental Quality Act (CEQA) [CEQA Guidelines Section 15061 (b) (3); 15378 (b) (2)].

 

Sustainability: Not applicable

 

Commission/Committee Action: Not applicable.

 

Rationale for Recommendation: It is essential to continue contracting services with HMA, so that the Department can continue to receive guidance in determining the Department’s eligibility to participate and receive any federal cost recovery from the IGT program.

 

Financial Considerations: Sufficient funding has been identified for this contract in the Department’s FY2018/19 budget.
