Issue Detail: This report is an update on the status of youth serving on City of Sacramento boards and commissions.
The City Council has decided that although the City of Sacramento has a Youth Commission, policy proposals and decisions that impact youth are not always brought forward for the Youth Commission’s consideration. Moreover, it would be challenging for the Youth Commission to hear every policy proposal that impacts young people and provide input on decision-making. Therefore, the city council recommended that, as appropriate, city commissions should designate at least one seat for a youth (aged 16-22 at the time of appointment).
In 2021 the City Council added youth seats to the following commissions:
• Arts, Culture, and Creative Economy Commission
• Parks and Community Enrichment Commission
• Community Police Review Commission
In 2024 the City Council added youth seats to the following commissions:
• Active Transportation Commission
• Animal Wellbeing Commission
• Disabilities Advisory Commission
In 2018 when the commission was initially formed, the Measure U Community Advisory Commission included a youth seat.
In 2024 the Office of the City Clerk reviewed the enacting ordinance for every city commission. Each municipal code section was updated for consistency. As appropriate, youth seats were recommended with the exception of the following commissions:
• Administration, Investment, and Fiscal Management Board.
o This board was created by City Charter Article XVII, Section 381-385 and it would take a charter amendment (election) to modify the members and qualifications.
• Ann Land and Bertha Henschel Memorial Funds Commission.
o This commission was established for the purpose of managing the disbursement of interest accrued for the Ann Land memorial fund and the Bertha Henschel memorial fund.
• Children’s Fund Planning and Oversight Commission
o This commission was created by City Charter Article XI, Section 120 and it would take a charter amendment (election) to modify the members and qualifications.
• Civil Service Board.
o This board was created by the City Charter Article VII, Section 80 and it would take a charter amendment (election) to modify the members and qualifications.
• Compensation Commission.
o This commission was created by the City Charter Article III, Section 29 and it would take a charter amendment (election) to modify the members and qualifications.
• Ethel MacLeod Hart Trust Fund Advisory Committee
o This Committee was established by resolution and is responsible for providing advice to City staff and the City Council on the appropriate use of the Ethel MacLeod Had Trust Fund for Senior Citizens consistent with the terms of the bequest, the intent of the donor, and the approved general and operational guidelines.
• Ethics Commission.
o This commission is established for the purpose of reviewing and considering complaints against elected and appointed city officials, as further described in section 2.112.030, to ensure those city officials are conforming their conduct to the city's laws and policies.
• Housing Code Advisory and Appeals Board.
o This board hears appeals and provides final interpretations of City Code Chapter 8.96.
• Independent Redistricting Commission
o This commission was created by City Charter Article XII and it would take a charter amendment (election) to modify the members and qualifications.
• Planning and Design Commission.
o This commission was established for the purpose of serving as the city's planning commission as provided in the State Planning and Zoning Law (California Government Code section 65000 et seq.) and may make binding decisions.
• Preservation Commission.
o This commission was established for the purpose of providing advice and recommendations to the city council on policies and programs in support of historic preservation, including the goals and policies for the general plan and updates of the preservation program. The commission has specific member qualifications.
• Utilities Rate Advisory Commission.
o This commission was established for the purpose of providing advice and recommendations to the city council on the city's utility service rates.
Below is the history of youth serving on city boards and commissions:
• Active Transportation Commission:
o Dania Ahmed Amin appointed 02/10/2026 and their term expires 06/30/2027.
o Juanluis Licea-Cruz served from 12/3/2024 through 8/3/2025.
• Animal Wellbeing Commission:
o Noemi Phew has served since 12/3/2024 and their term expires 6/30/2026.
• Arts, Culture, and Creative Economy Commission
o Rosa Maria Orozco has served since 8/26/2025 and their term expires 6/30/2027.
o America Lomeli served 2/27/2024 through 6/30/2025.
o Akshaj Mehta served 12/15/2021 through 9/11/2023.
• Community Police Review Commission
o Xochimilco Espinoza Salazar has served since 12/15/2021 and their second term expires 6/30/2027.
• Disabilities Advisory Commission
o Maryclaire Igwegbe has served since 8/26/2025 and their term expires 6/30/2027.
• Measure U Community Advisory Commission
o This seat is currently vacant and it has been difficult to recruit candidates.
o Davon Thomas served 1/1/2021 through 9/1/2021.
o Khalil Ferguson served 1/7/2017 through 11/1/2020.
• Parks and Community Enrichment Commission
o Morgan Flournoy appointed 02/10/2026 and their term expires 06/30/2027.
o Halia Salinas-Collins served 11/14/2023 through 5/28/2024.
o Samuel Makarczyk served 12/15/2021 through 8/10/2023.
