Pass a Motion authorizing the City Manager or the City Manager’s designee to execute Supplement No. 1 to Contract No. 2016-0187 with Utilimarc, Inc. for the purchase of fleet global positions systems (GPS) and reporting services to increase the contract amount by $175,000 for a revised total contract not to exceed amount of $683,057.

Description/Analysis
Issue Detail: The Department of Public Works, Fleet Management Division, has an ongoing requirement to provide GPS monitoring and reporting services for the City’s light duty vehicles.
Policy Considerations: The recommendations in this report are in accordance with City Code Chapter 3.56 and Administrative Policy 4001 regarding purchase of supplies and exceptions to competitive bidding.
Economic Impacts: None
Environmental Considerations:
California Environmental Quality Act: No environmental review is necessary because the recommendations in this report involve the purchase of equipment and services are not considered to be a project in accordance with Section 15378(b)(2) of the California Environmental Quality Act guidelines.
Sustainability: The recommendations in this report are consistent with the Fleet Sustainability Policy adopted by City Council on December 12, 2017 (Resolution 2017-0478).
Commission/Committee Action: None
Rationale for Recommendation: On February 9, 2016, City Council passed Resolution No. 2016-0039 (Contract 2016-0187), awarding a five-year contract to Utilimarc, Inc. for the purchase of fleet GPS monitoring and reporting services. Based on a higher than anticipated rate of utilization, the Fleet Management Division has determined that the current contract authority will be exhausted prior to the end of the contract term and recommends approval of Contract Supplement No. 1 to avoid any disruption in service.
Financial Considerations: Sufficient funding exists in the Department of Public Works, Fleet Management Division’s Fiscal Year (FY) 2019/20 operating budget (Fleet Fund, Fund 6501) to purchase GPS systems and reporting services through June 30, 2020. Purchases made after June 30, 2020, are subject to funding availability in the adopted budget of the applicable fiscal year.
Local Business Enterprise (LBE): Utilimarc, Inc. is not an LBE. On February 9, 2016, City Council suspended competitive bidding for the Utilimarc, Inc. contract in the best interests of the City.
