Issue Detail: The Uninterruptible Power Supply (UPS) located at the Crocker Art Museum provides backup power to critical building systems during a commercial power outage, including the heating, ventilation, and air conditioning (HVAC) and environmental controls, building automation system (BAS), security systems, and monitoring equipment. These systems are essential to maintaining stable temperature and humidity conditions required for the preservation of artwork, as well as ensuring continued facility operations and security.
The City of Sacramento and the Crocker Art Museum Association, acting as Co-Trustees of the Crocker Art Museum, adopted a Collections Management Policy on October 8, 2013 that establishes professional standards for the care, preservation, and environmental monitoring of the Museum’s collection. The policy requires that galleries, art storage, and other areas displaying artwork be monitored for temperature and humidity and that any deviations from accepted preservation standards be addressed as quickly as possible through necessary adjustment or repair. Reliable operation of the UPS system is critical to maintaining these environmental controls during power interruptions.
The existing UPS has exceeded its useful life of 20 plus years and requires replacement. Replacing the UPS will ensure a reliable backup power system for this critical City facility and maintain uninterrupted operation of essential systems during power interruptions.

Policy Considerations: This project aligns with the City’s Capital Improvement Program (CIP) practices by addressing deferred maintenance and reducing the risk of system failure that could result in operational disruptions or damage to City-owned and entrusted assets. Proactive replacement of aging equipment supports long-term cost avoidance by minimizing emergency repairs and potential loss exposure.
The project does not establish a new program or service level and is consistent with existing funding policies and approved budget allocations. Implementation of this project supports the City’s ongoing commitment to preserving public facilities and safeguarding cultural resources. Additionally, City Council must establish a CIP over $250,000 per Resolution 2025-0162 section 10.
In addition, the 1992 Co-Trustees Agreement between the City of Sacramento and the Crocker Art Museum Association provides that the City shall provide funds for the operation and maintenance of the gallery facilities and maintain the gallery in good repair. Replacement of the UPS system is consistent with these obligations and supports compliance with the adopted Collections Management Policy governing stewardship and preservation of the Museum’s collection.

Economic Impacts: The Crocker Art Museum is a significant regional cultural destination that supports Sacramento’s tourism economy, downtown visitation, and hotel activity. Visitor data demonstrates that the Museum consistently attracts audiences from outside the local market, with approximately 50 percent of visitors coming from outside Sacramento County, approximately 20 percent from outside the Sacramento drive market, 11 percent from outside California, and approximately 1 percent international travelers. Museum operations and programming also generate direct hospitality activity through artists, lecturers, performers, curators, vendors, and other professional engagements associated with exhibitions and events. In FY 2024-25 alone, Museum-related activities generated approximately 130 hotel room nights.
Maintaining reliable environmental and operational systems is necessary to support continued public access, exhibitions, events, and programming that attract visitors to Sacramento. The project supports preservation of a major visitor-serving cultural facility and is consistent with the use of Community Center Fund resources associated with tourism and economic activity generated through Transient Occupancy Tax (TOT) revenues.
