Recommendation

Adopt a Resolution authorizing the City Manager or the City Manager’s designee to: 1) increase the Fiscal Year 2019/20 Department of Public Works revenue budget by $144,636 (Fair Share Contribution Fund, Fund 2032) to reflect the March 23, 2019 fair share contribution; 2) increase the expense budget in the West El Camino Avenue Widening and Bridge Replacement Project (T15008200) by $144,636 (Fair Share Contribution Fund, Fund 2032); 3) reduce the expense budget in the West El Camino Avenue Widening and Bridge Replacement Project (T15008200) by $144,636 (Major Street Construction Fund, Fund 2007); and 4) increase the available fund balance of the Major Street Construction Fund (Fund 2007) by $144,636.

Description/Analysis

 

Issue Detail: On August 12, 2003, the City Council adopted Resolution No. 2003-0562 appropriating funds and awarding a contract to construct the West El Camino Avenue Widening and Bridge Replacement Project (T15008200). The City advanced local transportation funds to complete the West El Camino Avenue Widening and Bridge Replacement Project (T15008200) with the understanding that upon development of the property the City would be reimbursed.

 

On August 30, 2018, the Planning and Design Commission approved the Notice of Decision for the Tentative Map of the Core Natomas Project (P18-011). As a condition of approval, the developer was required to construct West El Camino Avenue in accordance with the West El Camino Widening and Bridge Replacement Project (T15008200) and pay any associated fair share fees.

 

On March 23, 2019, the City received a fair share contribution of $144,636 from the Core Natomas Project. Budgeting the fair share funding of $144,636 (Fund 2032) in the West El Camino Avenue Widening and Bridge Replacement Project (T15008200) is consistent with the conditions of approval.

Economic Impacts: None.

 

Environmental Considerations:

 

California Environmental Quality Act (CEQA): Budgetary adjustments are not subject to the provisions of the CEQA. Under CEQA general rule 15061(B)(3), CEQA applies only to projects which have the potential for causing a significant effect on the environment. These actions will have no effect on the environment, thus are not subject to CEQA.

 

Appropriate CEQA and National Environmental Policy Act (NEPA) review was completed as part of project development.

 

Sustainability: Not applicable.

 

Commission/Committee Action: None.

 

Rationale for Recommendation: Approval of the budgetary adjustments to accept the fair share contribution and return the prior year Major Street Construction (Fund 2007) funds to available fund balance will complete the repayment of the construction advance for the Core Natomas Project.

 

Financial Considerations: The City advanced local transportation funds to complete the West El Camino Avenue Widening and Bridge Replacement Project (T15008200) with the understanding that upon development of the property the City would be reimbursed.

 

On March 23, 2019, the developer of the Core Natomas Project paid their fair share contribution in the amount of $144,636 per the conditions of approval approved by the Planning and Design Commission Notice of Decision P18-011.
