Description/Analysis

 

Issue Detail: The 2019 Speed Lump Project consists of the installation of speed lumps, signs, and markings to reduce vehicle speeds in residential neighborhoods. The streets are selected through traffic investigations and a voting process where residents are balloted for approval of speed lump installation.

 

Policy Considerations: The 2019 Speed Lump Project serves to enhance the quality of life within existing neighborhoods as part of Vision Zero and using neighborhood traffic management techniques, while recognizing the City’s desire to provide a grid system that creates a high level of connectivity, consistent with General Plan Goal M 4.3.

 

Economic Impacts: None.

 

Environmental Considerations:

 

California Environmental Quality Act (CEQA): The Community Development Department, Environmental Planning Services Division, has reviewed the 2019 Speed Lump Project and has determined that the project is exempt from the provisions of the California Environmental Quality Act (CEQA) under Class 1, Section 15301. Projects exempted under Class 1, Section 15301(c), consist of the operation, repair, or minor alteration of existing highways, streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities involving negligible or no expansion of use.

Rationale for Recommendation: The 2019 Speed Lump Project addresses speed reduction on residential streets which is encompassed in the City’s commitment to Vision Zero/Traffic Safety. One of the biggest reasons for traffic related fatalities and serious injuries is speeding. Speed lumps are one of the most cost-effective methods available to slow drivers down. All locations included in this project were recently approved by a vote of residents and met the minimum 25 percent return rate and the two-thirds majority vote in favor of speed lump installation. Construction will be performed by City crews and is expected to begin October 2019 and be completed by November 2019.

 

Financial Considerations: The estimated cost to complete the 2019 Speed Lump Project is $95,000 which includes asphalt speed lump construction, sign installation and striping by City crews.

 

There is sufficient funding in the Vision Zero Safety Program (S15184100) to cover the cost of speed lump construction, signing and striping, and complete the remaining program requirements.

 

There are no general funds planned or allocated for this project.
