Issue Detail: The Del Paso Road Bike Lane Enhancement project is located on Del Paso Road between El Camino Road and East Commerce Way. The project will install enhanced bike lanes, including green bike lanes at specific conflict points, along the corridor. The project is funded through a California Natural Resource Grant.

 

During the scoping of the project, staff identified the need to make additional improvements outside of the original scope to help increase bicycling safety and comfort. The project evolved to move the bike lane to be adjacent to the sidewalk to decrease the conflict zone at the Interstate 5 (I-5) on ramp, and a bike ramp for westbound bicyclists.

 

The existing bike lane on eastbound Del Paso Boulevard east of El Centro Road is currently in between two through travel lanes, a bus stop, and an auxiliary lane for the southbound I-5 on-ramp. This creates a conflict zone of approximately 800 feet. The project proposes to shift the bike lane adjacent to the existing sidewalk to minimize conflicts with merging automobile and bus traffic.

 

The existing bike lane on westbound Del Paso Boulevard approaching El Centro Road is currently in between two through travel lanes and two right turn lanes for approximately 600 feet. Bicyclists have been observed using the existing 10’ sidewalk to avoid this segment of the existing bike lane, but without a ramp, bicycles had to dismount to access the sidewalk. To provide westbound bicyclists with an optional route, a bike ramp will be installed so bicycles can utilize the sidewalk. The bike ramp is proposed 800 feet east of Del Paso Road and El Centro Intersection. The bike ramp gives the westbound bicyclists the opportunity to transition from the roadway to the sidewalk, which provides additional separation between vehicles and bicyclists.

 

To cover the additional costs for the new improvements, the Traffic Engineering division contributed an additional $50,000 of local funding from the Transportation Safety Program. The project will require Caltrans coordination and is expected to begin construction in summer 2027.

PolicyConsiderations

Policy Considerations: The actions requested herein are consistent with the Sacramento 2040 General Plan goals and key policies that accommodate and promote safe and convenient travel for all users. The project will enhance healthy transportation system options with active transportation infrastructure (M-1.3), increase walking and biking activity (M-1.11), and improve the safety of pedestrians and people bicycling at intersections and crossings (M-1.18).

Environmental Considerations: City Environmental Planning Services performed an environmental assessment to satisfy California Environmental Quality Act (CEQA) requirements. The Project was determined to be Categorically Exempt. A Notice of Exemption (NOE) was completed on August 26, 2025.

Sustainability: The project is consistent with the City’s General Plan goals to help improve the health of residents by promoting walking and bicycling, and to create a healthier urban environment by eliminating barriers for non-motorists with the construction of safe active transportation facilities.
