Pass a Motion: 1) approving Change Order No. 5 to City Contract No. 2018-0589 with Sunbelt Rentals, Inc. for the heating and cooling systems at the Railroad Triage Shelter; 2) authorizing the City Manager of the City Manager’s designee to execute Change Order No. 5 in the amount not to exceed $59,745 with Sunbelt Rentals, Inc., for a new total not to exceed amount of $268,119; and 3) resetting the City Manager’s Change Order Authority.

Description/Analysis

 

Issue Detail: Change Order No. 5 in the amount of $59,745 provides for the continued rental of equipment, a portable power generator, and distribution ducting for the heating, ventilation and cooling of the Winter Triage Shelter at 2040 Railroad Drive (“Shelter”) for the operations period through April 30, 2019.

 

Policy Considerations: The recommendations in this report are in accordance with City Code Chapter 3.56.

 

Economic Impacts: None

 

Environmental Considerations: The proposed action to facilitate the continued operation of the Shelter is exempt from environmental review under the California Environmental Quality Act (CEQA) Guidelines section 15301 for existing facilities.

 

Sustainability: None

 

Commission/Committee Action: None

 

Rationale for Recommendation: The City Council previously approved continued operation of the Shelter through April 30, 2019.  This Change Order provides for the necessary mechanical heating, ventilation and cooling equipment to maintain the Shelter in a comfortable and habitable condition, and to respond to changing heating and cooling demands, through close of operations on April 30, 2019.  

 

Financial Considerations: Sufficient funding exists in the Homeless Housing Initiative Program (I02000200) (Externally Funded Programs, Fund 2703) to execute Change Order No. 5 with Sunbelt Rentals, Inc. in an amount not to exceed $59,745.
