Adopt a Resolution: 1) approving naming of Woodlake Park Baseball Field as Officer Tara O’Sullivan Memorial Field; 2) establishing new capital projects for: a) Z’Berg Park Sign and Minor Improvements (L19707000); and b) Officer Tara O’Sullivan Memorial Field Sign and Minor Improvements (L19145200); and 3) authorizing the City Manager or the City Manager’s designee to increase the expenditure budgets in: a) Citywide Pool Assessment and Repairs Project (L19706500) by $609,700 from the Park Impact Fees (Fund 3204) available fund balance for Clunie Pool Heater Improvement Project, b) L19707000 by $20,000 from Park Impact Fees (Fund 3204) available fund balance; and c) L19145200 by $20,000 from the Park Impact Fees (Fund 3204) available fund balance.

Issue Detail: The Department of Youth, Parks, & Community Enrichment (YPCE) is recommending that City Council pass a resolution approving naming a baseball field in honor of Officer Tara O’Sullivan, establishing Capital Improvement Projects (CIP) and allocate funding as follows:

 

                     Naming of the existing baseball field at Woodlake Park in North Sacramento after the fallen Sacramento Police Officer Tara O’Sullivan is proposed because her life was abruptly taken on June 19, 2019 (see attached bio).  The field will be named:  Officer Tara O’Sullivan Memorial Field.  This naming is consistent with the City of Sacramento Facility Naming Policy. The scope of work consists of installing a new concrete park sign at the field.

 

                     Establish a capital improvement project for Officer Tara O’Sullivan Memorial Field Sign and Minor Improvements (L19707000) and transfer funding totaling $20,000 from the Park Impact Fees (PIF) (Fund 3204) available fund balance to L19707000.  The scope of work consists of installing a new concrete park sign and plaque.  Any excess funds will be spent on minor park improvements at this park or within the Council District.

 

                     Establish a capital project for Z’Berg Park Sign and Minor Improvements (L19145200) and transfer funding totaling $20,000 from the PIF (Fund 3204) available fund balance to L19145200. The scope of work consists of installing a new concrete park sign.  Any excess funds will be spent on minor park improvements at this park or within the Council District.

 

                     Appropriate $609,700 from the PIF (Fund 3204) available fund balance to the Clunie Pool Repair Project at McKinley Park, a sub-project of Citywide Pool Assessment and Repairs (L19706500).  The scope of work consists of construction of a new 300 square foot pool equipment room with new pool heating system, chemical stations for both chlorine and acid tanks, utility upgrades, and new fencing and landscaping.  Clunie Pool Heater repair project is an aquatic center improvement and is eligible for Citywide Park Impact Fee.  Considering the existing Citywide priority list was approved with Council report #2019-00695, reserves are not yet available from Citywide fund balance for this project.  However, currently Council District 3 has sufficient Neighborhood/Community PIF funds available to cover the cost of the Clunie Pool Repair Project.  Staff is recommending borrowing funds from the Neighborhood/Community PIF Balance until those funds can be reimbursed with the payment of Citywide PIF within this Council District. In Fiscal Year (FY) 2021/22, Council District 3 will have $250,000 in Citywide PIF and in future years the Citywide PIF balance will be replenished with the allocations in FY 2023/24 and future disbursements.  Citywide PIF funds are designated for the development of regional parks, including parkways, community centers and outdoor aquatic complexes, while Neighborhood/Community PIF funds are designated for development and renovation of neighborhood and community parks.

 

Policy Considerations: As stated in City Council Resolution No. 2019-0248, Sections 6.3, 10.2 and 10.10, City Council approval is required to make appropriations changes exceeding $100,000 by fund from available fund balance, establish (and cancel) CIP projects  and make appropriations exceeding $100,000 in total for any project.

 

Utilizing PIF (Fund 3204), to augment project budgets is consistent with Sacramento City Code Section 18.56.230 as these funds will be used to: Finance the design, construction, installation, improvement, and acquisition of park facilities for neighborhood parks within two miles of the development project, and community parks within five miles of the development project …

 

Providing parks and recreation facilities is consistent with the City’s strategic plan to enhance livability in Sacramento’s neighborhoods by expanding park, recreation, and trail facilities throughout the City.

 

Economic Impacts:  None

 

Environmental Considerations: Construction of signs and the new pool heater room and equipment for the Clunei Pool are exempt from environmental review under the California Environmental Quality Act Guidelines Section 15303, new constriction of small buildinsg and structures.

Rationale for Recommendation: YPCE wishes to expedite these park improvement projects for scheduling considerations related to funding, design, construction, and project delivery issues.  The goal of these recommendations is to allow YPCE to deliver these projects during the 2020 construction season.

 

Financial Considerations: There are adequate financial resources in the various funding sources to support the recommended budget transfers as shown in the table below:
