Issue Detail: The Community Prosecutor Program (CPP) was established in 2006 and is a long-term partnership between the District Attorney’s Office, law enforcement, public agencies, and private organizations. Under the CPP, the authority of the District Attorney’s Office is used to solve problems, provide public safety, and enhance the quality of life in a targeted Downtown area. The program successfully leverages funding among the City of Sacramento, Sacramento Regional Transit (RT) and the Downtown Sacramento Partnership (DSP).
The following is a projected organizational breakdown of the partnership through calendar year 2028.

Policy Considerations: On November 18, 2025, Council adopted Economic Development, Public Safety and Homelessness as their top three priorities. The CPP aligns with the Economic Development and Public Safety as the program contributes to a safer downtown for businesses, residents and visitors.

Environmental Considerations:
California Environmental Quality Act (CEQA): The proposed actions are not a project under CEQA because they relate to government fiscal activities that do not involve any commitment to a specific project which may result in a potentially significant physical impact on the environment. (Cal. Code Regs., tit. 14, §§ 15060(c)(3), 15378(b)(4)). Even if any of the proposed actions are a project, they are not subject to CEQA because it can be seen with certainty that there is no possibility that any of them may have a significant impact on the environment (Cal. Code Regs., tit. 14, § 15061(b)(3)).

RationaleforRecommendation
Rationale for Recommendation: The program successfully leverages resources among the partners, supporting law enforcement solutions to address significant issues in the downtown core. The CCP is a vital component in the economic development and revitalization of downtown and the surrounding areas. In working with law enforcement and the community to craft solutions, the Community Prosecutor utilizes a wide range of tools including, but not limited to, criminal and civil prosecution, probation and parole violations, informal meetings with Community Prosecutor partners and stakeholder, the legislative process, training, and community outreach programs.
Since 2023, the Community Prosecutor has filed 515 cases and resolved 118 cases. Because of this work, the Courts have issued 126 stay-away orders prohibiting defendants from returning to various areas of the downtown core. These stay-away orders help reduce recidivism in the downtown area and allow for further legal consequences if the offenders return to the prohibited areas. Additionally, the Community Prosecutor often partners with the City Attorney’s Office and Sacramento Police Department to address nuisance properties within the downtown area (see map attached).

FinancialConsiderations
Financial Considerations: The cost of the CCP is based on the direct cost of services of the District Attorney’s Office. The cost for calendar year 2026 is $ 381,166. The City’s contribution is $126,799, which represents 33.2% of the program’s total cost. Sufficient funding is available in the FY2026/27 Operating Budget, pending Council approval, to execute this agreement. There is a 3% increase for each additional optional year that is approved with a not-to-exceed cumulative amount of $391,922. The two optional one-year extensions will be granted based on terms agreed by both parties and sufficient funding in subsequent fiscal year operating budgets.
