Adopt a Resolution establishing the daily operating hours for all parking restrictions to residential parking, metered parking, and time-restricted parking to be 8:00 a.m. until 8:00 p.m. in the Southside Park neighborhood for the streets listed on the resolution and according to the map attached as Exhibit A.

Description/Analysis
Issue Detail: In March of 2016, City Council approved the implementation of the Parking Services Division’s SPOTzone program. In connection with the opening of the Golden 1 Center, the City also extended operating hours for all metered and non-metered spaces within areas bound by Front Street to the west side of 16th Street, and from W Street to C Street/Railyards Boulevard to 10:00 p.m., and increased hours of operation in the residential areas in the entire Central City to 10:00 p.m. Parking “operating hours” means the time period in which parking regulations are enforced.
On October 20, 2019, the Southside Park Neighborhood Association, on behalf of its residents and property owners, submitted a written request to the City, requesting a reduction in the parking hours of operation from the current 8:00 a.m. until 10:00 p.m. to 8:00 a.m. until 8:00 p.m. in the Southside Park neighborhood to provide more convenient parking (see map of area for proposed changes to parking hours of operation in Exhibit A).
Policy Considerations: The recommendations in the report are in accordance with: 1) City Code section 10.40.070 authorizing the Parking Manager, after conducting parking surveys, to determine other hours of operations for parking meters and parking pay stations to facilitate the control of parking and to place signs indicating adjusted hours of operations;2) City Code section 10.36.100, which prohibits parking in a business district or on street designated by resolutions during the days and hours indicated on such signs for a period of time longer than specified on such signs; 3) City Code section 10.40.100, which prohibits parking in a parking meter space beyond the maximum time indicated on the parking meter; and 4) the Central City Parking Master Plan goal to make parking safe, secure, attractive and convenient.
Economic Impacts: None
Environmental Considerations: The proposed restriction of parking is not a “project” under the California Environmental Quality Act (CEQA) pursuant to Public Resources Code section 21065 because it will not result in either direct or indirect physical changes in the environment. Even if the proposed action were considered a “project,” it would be exempt from CEQA pursuant to CEQA Guidelines section 15061(b)(3) because implementation of the parking restrictions does not have the potential for causing a significant effect on the environment.
Sustainability: This action supports the City of Sacramento’s sustainability goals to improve and optimize the transportation infrastructure.
Commission/Committee Action: None
Rationale for Recommendation: The Parking Services Division has worked closely with the Southside Park Neighborhood Association and monitored the parking demand in this area over the past year. At this time, it has been determined that reducing the daily hours of operation from the current 8:00 a.m. until 10:00 p.m. to 8:00 a.m. until 8:00 p.m. will not adversely affect parking demand for residents and their guests while still discouraging commuter parking.
Financial Considerations: The cost to implement the recommended parking regulation is estimated to be $3,500. Sufficient funds are available in the Department of Public Works, Parking Services Division’s Fiscal Year 2019/20 operating budget (General Fund, Fund 1001) to implement the recommended parking regulation.
