Description/Analysis
Issue Detail: The existing humidifiers in the Crocker Art Museum need replacement. Precise temperature and humidity controls are critical to the museum’s operations and must be kept within required guidelines for the artwork. Replacing the existing humidifiers will reduce future maintenance and repair obligations for the humidifier system and ensure proper temperature and humidity levels are maintained.
In 2017, Ivey Engineering, Inc. (“Ivey”) was chosen to provide mechanical design services for the humidifier’s replacement project due to Ivey’s in-depth knowledge of the building and its prior expertise working with the City on the Crocker Art Museum facility. The City thus executed a professional services agreement with Ivey in September 2017 for the humidifier design work, with a not-to-exceed amount of $99,713 (City Agreement No. 2017-1106).
The initial scope of services included design work to get the project to construction. The Crocker Art Museum humidifier project has now entered the construction phase, and construction administration and commissioning services from Ivey are required to complete this project. Accordingly, Facilities and Real Property Management staff are seeking City Council approval of Supplemental Agreement No. 1 to City Agreement 2017-1106 with Ivey, adding $35,000 to the agreement so Ivey can complete construction administration and commissioning services during construction of the humidifiers project.
Policy Considerations: The recommendation in this report is in accordance with the provisions of City Code Chapter 3.64.
Economic Impacts: None
Environmental Considerations: The work recommended in this report is exempt from the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15061(b)(3) because it can be seen with certainty that there is no possibility the engineering services in question may have a significant effect on the environment.
Sustainability: The construction administration activities and commissioning of the replacement humidification system supports the City’s sustainability goals of energy savings and consequent reduction in carbon footprint.
Commission/Committee Action: None
Rationale for Recommendation: Supplemental Agreement No. 1 to Agreement No. 2017-1106 is necessary to continue the delivery of the Crocker Art Museum Humidifiers Project. Construction support from the engineer of record, and commissioning of the replacement humidification system will ensure that the humidity levels at the Crocker Art Museum will stay reliably within required specifications. City staff have reviewed the request for additional compensation, the additional consultant hours expended to date, and the anticipated hours necessary to complete the construction phase and commissioning, and staff supports the amount of additional compensation requested.
Financial Considerations: Sufficient funding exists in the Crocker Expansion Project (M13000100) to execute Supplemental Agreement No. 1 with Ivey for construction administration phase support and full commissioning services in the amount of $35,000 (Measure U Fund, Fund 2401) to support completion of the Crocker Art Museum Humidifiers Replacement Project. The new total not-to-exceed amount of Agreement 2017-1106 will be $134,713.
Local Business Enterprise (LBE): Ivey Engineering, Inc. is not an LBE. The minimum LBE participation requirement was waived by the Director of Public Works.
