Description/Analysis

 

Issue Detail: Staff recommends Council approve Supplemental Agreement No. 9 with Wood Rodgers (WR) for the City Agreement No. 2012-0654, to further assist with obtaining permits and assist with startup and operation of the Shasta Park Reservoir and Pump Station project, through December 2020.

Staff recommends Council approve Supplemental Agreement No. 8 with West Yost (WY) for the City Agreement No. 2016-1011, to extend the contract for construction management and inspection services through March 2020 on the Shasta Park Reservoir and Pump Station project to accommodate the amended construction completion.

Staff recommends Council approve Supplemental Agreement No. 8 with WY, for the City Agreement No. 2012-0790 to finalize the contract for design services on the Shasta Park Reservoir and Pump Station project to accommodate additional design work during construction.

Policy Considerations:  The proposed supplemental agreements exceed the City Manager’s approval authority and require Council approval. 

 

Economic Impacts:  None

 

Environmental Considerations:  An Initial Study, Mitigated Negative Declaration, and a Mitigation Reporting Program were prepared for this project in accordance with the California Environmental Quality Act (CEQA).  The City Council adopted the Mitigated Negative Declaration and Mitigation Reporting Program on May 22, 2012 (Resolution No. 2012-0138). The approval of supplement agreements, as recommended in this report, are continuing actions for the implementation of the approved project. No additional environmental review is required.

 

Sustainability:  The project has been reviewed for consistency with the policies, and targets of the 2035 General Plan, specifically those related to Goals U1.1 (“High Quality Infrastructure and Services”), and U2.1 (“High Quality and Reliable Water Supply”).  The project will advance these goals, policies, and targets by ensuring that the City continues to provide a safe, clean, and reliable water supply to its customers.

 

Commission/Committee Action:  Not applicable.

 

Rationale for Recommendation:  Supplemental Agreement No. 2012-0654-9 with WR is needed for several tasks critical to the completion of the project, including assisting City Staff with water quality testing, equipment training, and start-up, and providing training to our operations staff on how the facility was intended to operate.  These tasks have been added to provide optimal operation of the treatment systems.

 

Supplemental Agreement No. 2016-1011-8 with WY is needed to extend the construction management and inspection services related to the additional contract time which will be authorized in Change Order No. 16, currently being negotiated.

 

Supplemental Agreement No. 2012-0790-8 with WY is needed for additional design support during construction.

 

Financial Considerations:  The proposed Supplemental Agreement No. 9 with Wood Rodgers is for a not-to-exceed amount of $163,554. The proposed Supplemental Agreement No. 8 with WY is for a not-to-exceed amount of $131,011. The proposed Supplemental Agreement No. 8 with WY is for a not-to-exceed amount of $52,610.  The total supplemental increase for all three agreements is for an amount not-to-exceed $347,175.

 

Staff recommends transferring $600,000 from the Water Development Fee Fund (Fund 6001) available fund balance of to the Shasta Park 4MG Reservoir and Pump Station Project (Z14005400) to award the Supplemental Agreements, and to cover estimated increased project costs for inspection, construction, and project management through completion of the project.

 

There are no General Funds allocated or planned for this project.

 

Local Business Enterprise (LBE):   Wood Rodgers and West Yost are all LBEs. 

 

Background:  The Shasta Park Reservoir, Booster Pump Station and Groundwater Well project was originally conceived to improve system water pressure in the southwest portion of the City at times of peak water usage.  The 2005 Water Master Plan concluded that a finished water reservoir should be constructed in the southeast portion of Sacramento to help maintain service pressure, and to provide additional emergency and fire suppression water supply. 

 

The project includes the construction, operation, and maintenance of an above-ground 4 million-gallon (MG) water reservoir, two groundwater wells, a water treatment system, and a pump station.  Other site improvements include a perimeter wall and landscaping on the 5.3-acre parcel.  Originally, the design of this facility incorporated one well and the site improvements were planned to accommodate an additional well to be built in the future.  Each groundwater well will have a capacity of 2 MG per day.

 

The Shasta Park Water Facility Project was awarded on September 9, 2016, to Sierra National Construction, Inc in the amount of $11,595,790.

 

The agreement for design services for the Shasta Park Water Facility Project was awarded on July 24, 2012 to Wood Rodgers in the amount of $301,000.  The scope of this agreement included assessment, study and design of the groundwater wells and associated equipment, piping and treatment system. 

 

The agreement for construction management for the Shasta Park Water Facility Project was awarded on August 9, 2016 to West Yost in the amount of $933,510.  The scope of this agreement included construction management and inspection services.

 

In the meantime, Well No. 166 was under construction at the Fairbairn Water Treatment Plant (FWTP), funded in part by the USBR Proposition 84 Implementation Grant.  During construction, substantial, additional expenses were identified in order for the well at the FWTP site to meet water quality standards. Therefore, the project was stopped, and the well site was moved to the Shasta Park Water Facility, which was designed to accommodate a second well. The original design of the Shasta Park Water Facility project included a 4 million-gallon water reservoir, a groundwater well, a water treatment system, a pump station, and provided some accommodations for a second groundwater well.  By constructing the second groundwater well at the Shasta Park Water Facility site, the City fully utilized the grant funds.  The new Well No. 167 doubled the ground water treatment and delivery capacity of this water facility.
