Recommendation

Recommendation: Pass a Motion authorizing the City Manager or designee to execute Contract Amendment No. 5 to City Agreement No. 2023-0603 with West Yost Associates to provide hydrologic and hydraulic (H&H) modeling of drainage improvement alternatives for the FY24 Department of Utilities (DOU) Operating Grant Program (G14240100, Fund 6211) and Drainage Master Plan Program (I14710100, Fund 6021), for an amount not-to-exceed $106,607, bringing the agreement’s total not-to-exceed amount to $394,051 and extending the period of performance through June 1, 2027.

EnvironmentalConsiderations

Environmental Considerations: Per the California Environmental Quality Act (CEQA) Guidelines Section 15061(b)(3), approval of the proposed contract amendment is exempt from the CEQA, under the general rule that CEQA only applies to actions with potential to significantly affect the environment. Approval of this contract amendment for additional engineering services will not affect the environment. Appropriate evaluation and documentation of the environmental effects of the project as required by CEQA will be completed prior to future project approval.

Sustainability: The proposed project is consistent with the Goal PFS - 3.12 (Safe and Compatible Utility Design) in the 2040 General Plan as it supports the evaluation of drainage system performance, the identification of capacity constraints for existing and future conditions, and the planning of infrastructure improvements necessary to maintain safe and reliable services.

RationaleforRecommendation

Rationale for Recommendation: In 2023, the Department of Utilities (DOU) received two Sacramento Area Council of Governments (SACOG) grants for projects in the River District:

1.                     Basin 111 Drainage Study - To update the H&H model and identify improvements needed to meet the City’s level of service.

2.                     River District - Sump 111 Improvements - To increase pump station capacity and install a centralized trash capture device to support ongoing development in the area.

 

During the design phase, it was determined that the current pump station layout did not meet current Hydraulic Institute standards with the higher flow pumps. As a result, a physical model would be required to evaluate and determine the necessary improvements to bring the pump station into compliance. West Yost Associates completed both the H&H model update and the physical modeling which found the pump station capacity increase was not a viable option. 

This contract will conduct detailed H&H analysis to support construction of the drainage CIPs  on Richards Boulevards and North Fifth Street and will further create improvement alternatives to meet City levels of service for drainage infrastructure.

FinancialConsiderations

Financial Considerations: The original not-to-exceed amount of the agreement was $72,449. The net change by previous contract amendments in the amount of $214,995 increased the agreement not-to-exceed amount to $287,444. The proposed Contract Amendment No. 5, in the amount of $106,607, would increase the agreement not-to-exceed amount to $394,051. Sufficient funds are available in the FY24 DOU Operating Grant Program (G14240100, Fund 6211) and Drainage Master Plan Program (I14710100, Fund 6021) to execute the agreement.
