Description/Analysis
Issue Detail: On November 6, 2018, City of Sacramento voters approved a one-cent Transaction and Use Tax (Measure U) replacing the existing half-cent TUT that expired on March 31, 2019. As required by Measure U, the City Council adopted Resolution 2018-0393, which established a fifteen-member Community Advisory Committee (Committee) to review revenues and expenditures and make recommendations to the City Council.
The Measure U ballot language requires annual independent financial audits and citizen oversight. As part of complying with the ballot language, the Measure U revenues and expenditures are accounted for in a separate fund and a performance audit is completed annually by the City’s external auditors to ensure that Measure U funds are spent in accordance with the ballot measure.
As stated in Resolution 2018-0393, Committee responsibilities include the following:
A. Provide recommendations through the publication of an annual report that will be available on the City’s website and presented to the Sacramento City Council, which report will include:
a) A review of Transaction and Use Tax revenues;
b) Recommendations on how to allocation resources to support inclusive community economic development. Recommendations should be informed by committee review and discussion of revenues from the Transaction and Use Tax and information concerning city expenditures;
c) Advice to council priorities; and
d) Review of performance measures and evaluation of city expenditures.
The Committee’s annual reports on Measure U expenses for the FY2016/17 and FY 2017/18 are attached for Council review.
Policy Considerations: The attached reports were completed by an ad hoc committee selected by the Committee consistent with the requirements of Council Resolution 2018-0393 as outlined above.

Commission/Committee Action: The Measure U Community Advisory Committee approved the attached Annual Reports on September 16, 2019 and forwarded them to Council for review.
