Description/Analysis
Issue Detail: The Community Development Department (CDD) and the Sacramento Police Department (SPD) have an operational requirement for heavy duty tow services. On an annual basis the City of Sacramento tows approximately over 200 heavy duty (Class C & D) vehicles for various types of violations. The cost of heavy-duty expenditures continues to skyrocket over the past 3 years as the City’s Code and Police Department continue to remove recreational vehicles that are abandoned, dismantled, and inoperable.
The existing heavy-duty tow service agreement is scheduled to expire on December 31, 2019. The selected vendor(s) will enter into a one- year agreement with the city to provide heavy-duty tow services through December 31, 2020 for a not to exceed amount of $500,000.

Rationale for Recommendation: Bids for Heavy Duty Towing services were formally solicited on October 28, 2019 with a scheduled opening date of November 13, 2019 (EV00000112). The City only received one bid. College Oak Towing was the only responsive bidder. This service is essential to continue the Sacramento Police Department and CDD Neighborhood Code Compliance Division’s business operations.
There has been an increase in the number of recreational vehicle and trailers abandoned on our city streets. More than 60 percent of the recreational vehicles towed are occupied, which often contributes to nuisances including an accumulation of junk and debris at and around the vehicle, leaking septic tanks, and crime related activities. In many instances, the cost of disposing a recreational vehicle is exorbitant because the tow company service also includes the disposal of personal items, hazardous chemicals and materials. Payments for heavy duty towing services increased by more than $251,466.71 this year from the year prior. It is predicted that this expenditure will continue to increase as it remains more affordable for citizens to obtain and live in a recreational vehicle than to find affordable housing.
Financial Considerations: There is sufficient funding available in the departments Fiscal Year 2019/20 Operating Budget to execute the contract with College Oak Towing. CDD coordinates and funds the cost of heavy-duty abatement tows. Qualified tow companies are reimbursed for heavy duty abatement tows (class C & D), which includes towing, storage and disposal fees. These services have been competitively bid.
