Issue Detail: The City is committed to policies that protect the dignity of residents, strengthen community trust, and promote public safety. Although the City does not control federal immigration enforcement, it can strengthen local preparedness and support communities most affected by those actions. Accordingly, the purpose of the Immigration Community Immigration Action Plan (Plan) is to prepare for and respond promptly, lawfully, and effectively, to federal immigration enforcement activities. The Plan requires the City to work in coordination with community-based organizations, immigrant advocates, service providers, labor, faith leaders, and other stakeholders.

PolicyConsiderations

Policy Considerations: Adoption of the Plan will enable the City to support the community in response to federal immigration enforcement in collaboration with immigration community leaders and cross-sector careholders, from community organizations, local government, politicians, labor, and faith-based leaders.

 

The Plan supplements Resolution No. 2026-0101, which will direct the City Manager to prohibit the use of City facilities and City property for immigration enforcement activities; (2) Resolution No. 2017-0158 (Sanctuary City Resolution) and Resolution No. 2026-0018 (City’s Immigration Platform), to protect public safety and promote community trust; and consistent with the California Values Act (SB 54).

Economic Impacts: Adoption of these policies will aid the City’s efforts to support immigrant families residing in Sacramento. Immigrants play a vital role in construction and food economy, among various economic sectors, and as such any loss or reduction in this vital workforce could harm several industries.

RationaleforRecommendation

Rationale for Recommendation: Sacramento immigrants comprise a significant portion of our City’s residents. Our community has benefited from being one of the most integrated and diverse cities in the United States. Sacramento has a strong history of reaching out and welcoming people of diverse backgrounds and immigration status.

 

On January 27, 2026, Council updated its Immigration Platform, reaffirming that the City of Sacramento is a city of refuge for immigrants of all nationalities and beliefs; and adopting a citywide Immigration Platform and policy.

 

On April 28, 2026, Council adopted a resolution prohibiting the use of City property for civil immigration-related enforcement activity, establishing implementation and reporting procedures for City departments, and providing optional standardized signage and informational materials for private property owners. Staff is returning to Council with an ordinance implementing this resolution.

 

The resolution brought forward in this report is the result of a Councilmember proposal to adopt a plan in response to ongoing federal immigration activity. Upon approval, staff will begin developing any necessary policies, processes, and procedures.
