Description/Analysis
Issue Detail: The Mayors’ Commission on Climate Change (“Commission”) is a joint initiative led by the Sacramento and West Sacramento mayors to become model cities for combatting climate change, ensuring the safety of our residents, and positioning our communities to take advantage of the transition to a clean energy economy that is already occurring.
This contract will allow for continued facilitation of additional Commission meetings and other community engagement to allow for continued development of recommendations and discussions on how to implement climate change actions.
Policy Considerations: Mayor Steinberg and Mayor Cabaldon are leading the Mayors’ Commission on Climate Change to develop a common vision and set of strategies for both cities to achieve net zero greenhouse gas emissions, referred to as Carbon Zero, by 2045. The Commission aims to:
§ Establish goals and priority areas of action to achieve Carbon Zero by 2045
§ Strengthen local and regional partnerships to address climate change and increase resiliency
§ Engage community members and business leaders to build political support for robust climate action
§ Provide a forum to develop and vet the guiding principles of ambitious strategies within the City of Sacramento and West Sacramento’s Climate Action Plans
§ Advance social equity and economic prosperity
§ Attract additional investments into the region
The Commission’s recommendations and public engagement will provide input for the City’s General Plan and Climate Action Plan Update, support compliance with the region’s Sustainable Communities Strategy (SCS) and help support the City’s Inclusive Economic Development Strategy.
Economic Impacts: None.
Environmental Considerations: This report concerns administrative activities and government fiscal activities that do not constitute a “project” as defined by CEQA Guidelines sections 15378(b)(2) and 15378(b)(4) and are not subject to the provisions of CEQA (CEQA Guidelines section 15060(c)(3)).
Sustainability: The purpose of the Commission is to advance actions to combat climate change with a strategy to achieve net zero greenhouse gas emissions by 2045.
Commission/Committee Action: None.
Rationale for Recommendation: City Council authorization is required because the proposed contract exceeds $100,000. (Sacramento City Code section 3.64.020.)
Financial Considerations: Sufficient funds are available in the Mayors’ Commission on Climate Change Project (I01001000) (Measure U Fund, Fund 2401) to execute the agreement with LGC in an amount not to exceed $150,000.
Local Business Enterprise (LBE): The LGC is a non-profit entity headquartered in the City of Sacramento.
