Recommendation

Adopt: 1) a City Council Resolution establishing the order of succession in the event of absence or disability of the Executive Director; and 2) a Housing Authority Resolution establishing the order of succession in the event of absence or disability of the Executive Director.

Description/Analysis

 

Issue Detail: The Order of Succession for the Sacramento Housing and Redeveloment Agency (Agency) Executive Director is adopted every two years by resolution. Adoption of the order of succession resolution allows for the Executive Director to designate specific individuals to assume the duties and obligations of the Executive Director’s office during planned or unplanned absences or disability. The recommendation requests approval of the attached resolutions designating specific individuals to assume duties and responsibilities of the office in the event of the Executive Director’s absence.

 

Policy Considerations: To ensure the smooth and continuous operations of the Agency a resolution of succession is required in order to identify who will assume the Executive Director’s duties and obligations during planned or unplanned absences or disability.

 

Economic Impacts: None

 

Environmental Considerations:

 

California Environmental Quality Act (CEQA):  The proposed actions consist of governmental fiscal, organizational or administrative activities that will not result in direct or indirect physical changes in the environment, and as such, do not constitute a “project” under CEQA, Guidelines Section 15378 (b)(4).

 

National Environmental Policy Act (NEPA): The proposed actions consist of governmental administrative and management activities and are therefore categorically exempt under NEPA, 24 CFR 58.34(a)(3).

Commission/Committee Action:  Not applicable.

 

Rationale for Recommendation: During the absence or disability of the Executive Director, the person(s) holding the office designated in the attached resolution shall assume the duties and obligations of the Executive Director in the order listed until such times as the Executive Director returns. The persons holding the offices named shall only assume the Executive Directors duties if the person holding the office above them on the list is unavailable to assume such duties.
