Description/Analysis
Issue Detail: The D.W. Babcock School Access Improvements Project (the “Project”) proposes to implement pedestrian and safety improvements near the D.W. Babcock Elementary School located at 2400 Cormorant Way in North Sacramento. The Project limits include the intersection of El Camino Avenue at Albatross Way, Albatross Way, Woolley Way and Cormorant Way.
Improvements include the installation of a new traffic signal at the intersection of El Camino Avenue at Albatross Way, and the reconstruction of curb, gutter, sidewalk, curb ramps, and pedestrian crossings along El Camino Avenue, Albatross Way, Woolley Way, and Cormorant Way.
The Project Plans and Specifications for the D.W. Babcock School Access Improvements Project were completed. See Attachments for project plans and contract.
Approval of the budgetary adjustments of $192,000 from the State and Federal Grant Match Program (T15007200) and $212,000 from the Fair Share Contributions available fund balance are necessary to execute the construction contract with Martin General Engineering and proceed with construction.
Policy Considerations: The project is consistent with the City’s General Plan goals of improving and expanding public safety, creating walkable communities, and enhancing overall livability. The Project addresses specific goals as follows:
M1.2.1 - Multimodal Choices: The City shall develop an integrated, multimodal transportation system that improves the attractiveness of walking, bicycling, and riding transit over time to increase travel choices and aid in achieving a more balanced transportation system and reducing air pollution and greenhouse gas emissions.
M1.3.2 - Eliminate Gaps: The City shall eliminate “gaps” in roadways, bikeways, and pedestrian networks.
Proposed Project improvements will enhance pedestrian safety and mobility in the community surrounding D.W. Babcock Elementary School.
The Sacramento City Code Section 4.04.020 and Council Rules of Procedure (Chapter 7, Section E.2.d) mandate that unless waived by a 2/3 vote of the City Council, all labor agreements and all agreements greater than $1,000,000 shall be made available to the public at least ten (10) days prior to council action. This contract was posted for 10-day review on August 27, 2020 as required.
Economic Impacts: This new infrastructure is expected to create 4.89 total jobs (2.81 direct jobs and 2.08 jobs through indirect and induced actives) and create $754,725 in total economic output ($475,709 of direct output and another $279,016 of output through indirect and induced activities).
The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.
Environmental Considerations:
California Environmental Quality Act (CEQA): The Project is exempt from CEQA pursuant to CEQA Guidelines Sections 15301 and 15302. The City filed a Notice of Exemption on August 9, 2018. The Project is covered by CEQA Guidelines Section 15301 because the Project consists of the operation, repair, and minor alteration of existing public street, sidewalk, gutter, and curb structures and facilities and would result in negligible or no expansion of the existing use. The Project is also covered by CEQA Guidelines Section 15302 because the Project consists of the replacement or reconstruction of existing street, sidewalk, gutter, and curb structures and facilities, and the new facilities will be located on the same site as the facilities replaced and will have substantially the same purpose and capacity as the facilities replaced with negligible or no expansion of capacity. There are no unusual circumstances that might lead to a significant effect on the environment, and any cumulative effects of the Project have been evaluated in the City’s Master Environmental Impact Report (EIR) which was prepared for the 2035 General Plan.
National Environmental Policy Act (NEPA): The California Department of Transportation (Caltrans) is the lead agency for NEPA, as assigned by the Federal Highway Administration for these federal grant funds. Caltrans senior environmental planning staff reviewed the project and determined a finding of categorical exclusion under 23 CFR 771 activity (c) (8).
Sustainability: By facilitating efficient vehicle flow and active transportation, the project supports the City’s goals for healthy living, clean air, and mitigating climate change. The transportation sector contributed 57% of community-wide greenhouse gas emissions in 2016. The project will support City goals by improving traffic flow and associated fuel economy of vehicles, thereby reducing GHG emissions, while also increasing pedestrian and bicycle safety.
Commission/Committee Action: None
Rationale for Recommendation: The D.W. Babcock School Access Improvements Project will improve traffic safety and operations by installing a new traffic signal at the intersection of El Camino Avenue and Albatross Way and providing pedestrian improvements to close gaps along the path of travel and improve walkability for students and families to D.W. Babcock Elementary School. The high traffic volumes and relatively high speeds on El Camino Avenue, along with the lack of sidewalks on connecting streets, renders the roadway a barrier for the community, particularly for students living north of El Camino Avenue within the school attendance boundary.
The project was previously authorized $393,000 in federal funding for preliminary engineering and right-of-way. The City received Caltrans authorization for the appropriation of $602,700 in construction funding on June 16, 2020. The traffic signal and intersection improvements are funded in part by fair share contributions collected from the following developments: Arden Gateway (DR18-209) for $200,000 and the 1832, 1834, 1836 El Camino Avenue gas station (DR18-011) for $12,000.
The D.W. Babcock School Access Improvements Project was advertised for construction, and a total of three bids were received on July 22, 2020. The results of the bids are summarized below:

The engineer’s estimate was $1,486,000.
The top two bidders met all required bid conditions. Staff recommends that the construction contract be awarded to the lowest responsive and responsible bidder, Martin General Engineering.
Construction is anticipated to begin September 2020 and be completed March 2021.
Financial Considerations: The estimated total cost to complete design, right-of-way, and construction activities for the D.W. Babcock School Access Improvement Project (T15166200) is approximately $2.3 million. With approval for transfer of $192,000 (Major Street Construction, Fund 2007) from the expenditure budget of the State and Federal Grant Match Program (T15007200) and the transfer of $212,000 from Fair Share Contribution Fund (Fund 2032) available fund balance, there will be sufficient funding to award the construction contract to Martin General Engineering for an amount not to exceed $1,222,357 and cover the remaining construction management and all other project related costs.
There is sufficient funding within the State and Federal Grant Match Program (T15007200) and the Fair Share Contribution Fund (Fund 2032) available fund balance to support the transfer to the D.W. Babcock School Access Improvements Project (T15166200).
There are no General Funds planned or allocated for this project.
Local Business Enterprise (LBE): The contract with Martin General Engineering is a federally funded contract and as a result, Disadvantaged Business Enterprise (DBE) project participation requirements apply. The City’s LBE policy is held in abeyance. The DBE goal for this project is 15%. Martin General Engineering exceeded the DBE goal by pledging 42.5%.
