Issue Detail: In the summer of 2025, Youth Development Administration (YDA) staff began planning for Round 2 of its Organizational Resiliency Fund for Youth-Serving Organizations (ORF). The program’s goal is to provide general operating dollars and capacity building support to Community-Based Organizations providing youth development services to children and youth living or going to school in the City.
To align internal practices with the Citywide Youth Development Plan and Framework for Children and Youth Programs, YDA staff recruited three youth to serve as panelists in the
grantee selection process. Domynique Hernon, Program Coordinator with the City’s
Department of Youth, Parks, and Community Enrichment, helped identify potential youth
panelists. Criteria included: (1) high school or recent high school graduate; and, (2)
successful past participation in a City-run youth leadership program (such as Summer @
City Hall). These criteria were prioritized because serving on a panel carries a lot of responsibility and requires a significant time commitment. YDA wished to continue to
develop youth leaders who had already demonstrated a high level of responsibility and the
ability to successfully manage time commitments.
The following presentation will include a brief summary of the ORF Round 2 process. Youth
panelists will share highlights from and field questions about their experience, as well.

Policy Considerations: The ORF grant program takes into consideration the Citywide Youth Development Plan and Framework for Children and Youth Programs. This plan and framework was created through a community-informed process and was adopted by the City Council in December of 2017.
