Recommendation

Recommendation: Adopt a Resolution: 1) accepting $1,000,000 in federal grant funding provided through the U.S. Department of Housing and Urban Development for Johnston Community Center Improvements and authorize the City Manager or designee to increase the revenue and expenditure budgets in the Recreation Facility Improvement project (L19800200) for Johnston Community Center improvements, in the amount of $1,000,000 in the Capital Grant fund (Fund 3704); and 2) ratify the execution of the necessary grant agreement and authorize the City Manager or designee to execute any other necessary documents to accept these funds.

Issue Detail: The U.S. Department of Housing and Urban Development awarded $1,000,000 to the City of Sacramento in Community Project Funding (CPF) grant funds for Johnston Park through H.R.4366 (Consolidated Appropriations Act, 2024) This allocation was made at the request of U.S. Representative Ami Bera. The U.S. Department of Housing and Urban Development is also the lead agency of these grant funds.

 

The primary purpose of this funding is for improvements at Johnston Park Community Center, which will include upgrading and renovating the community center to operate the Triple-R/Adult Day Care program.

PolicyConsiderations

Policy Considerations: The recommendations contained in this report are consistent with Sacramento City Code Section 3.04.020, which requires Council authorization to enter an agreement greater than or equal to $250,000; and City Council Resolution 2025-0162, which requires Council authorization to obtain governing board of approval for a grant award, establish an operating grant and distribute subaward grants of $250,000 or more.

 

The grant funding will enable the City to provide parks and recreation facilities, which is consistent with the City’s strategic plan to enhance livability in Sacramento’s neighborhoods through the provision of parks, recreation, and trail facilities throughout the City.

Rationale for Recommendation: The primary purpose of this funding is for improvements at Johnston Park Community Center, which will include fire sprinklers, new exit doors/gates, finishes in main room, and minor adjustments to existing restrooms, upgrade of LED lights at emergency exit, signage and site scope to coordinate with fire sprinkler service. It will also include accessibility upgrades which are included in site parking and restroom updates.

FinancialConsiderations

Financial Considerations: The U.S. Congress, by request of U.S. Representative Ami Bera, has allocated specified funding for the City in H.R.4366 (Consolidated Appropriations Act, 2024), allocating $1,000,000 to make improvements to Johnston Park Community Center to operate the Triple-R/Adult Day Care program. This report recommends acceptance of the federal grant funding along with increasing the revenue and expenditure budgets in the Recreation Facility Improvements CIP (L19800200)(Fund 3704).
