Issue Detail: Staff recommends City Council award a construction contract to Clyde G. Steagall Inc. to install the new electrical improvements at Sump 117. The new electrical switchgear will increase the reliability of the facility since the existing electrical equipment is 54 years old. These improvements will reduce the amount of electrical maintenance at this facility. In addition, a new building will be installed to house the new electrical switchgear.
Sump 117 is a storm drainage pump station operated by the City of Sacramento that conveys drainage from basin 117 into the I-80 North Ditch which then drains to the East Main Drainage Canal. This facility is located at 1896 Bell Avenue inside the Village Green Mobile Park.
The Department of Utilities’ best practice guidelines are to replace existing electrical switchgear on a 30-year cycle. Since the existing switchgear and control systems were installed in 1972 this electrical switchgear is 24 years past its expected life cycle replacement. Because of its age, the electrical equipment is difficult to maintain, and replacement parts are hard to find.

Policy Considerations: City Council approval is required to award construction contracts of $250,000 or more. The action requested conforms with City Code Chapter 3.56, Articles I and III, which provide for award of competitively bid contacts to the lowest responsible bidder.

EconomicImpacts
Economic Impacts: This project is expected to create 3.99 total jobs (2.29 direct jobs and 1.70 jobs through indirect and induced activities) and create $615,992.05 in total economic output ($388,264.50 of direct output and another $227,727.55 of output through indirect and induced activities).
The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences.

Environmental Considerations: The Community Development Department, Environmental Planning Services Division has reviewed the project and has determined that this project is exempt from the California Environmental Quality Act (CEQA) under CEQA Guidelines Sections 15301(b) and 15302(c). The project consists of the operation, repair and minor alteration of existing facilities and mechanical equipment used to provide public utility services involving negligible expansion of use, and the replacement of existing utility systems and facilities involving negligible or no expansion of capacity.

Sustainability: The proposed contract is consistent with the 2040 General Plan under policy PFS-3.1 as it is related to public facilities and safety, including providing reliable water, wastewater, and stormwater drainage service to the City of Sacramento.

The low bid from Just Wright Construction was rejected by City staff for the following reasons:
1. The Local Business Enterprise (LBE) participation was not equal to 5% of the bid total per the solicitation requirements.
2. The listed LBE subcontractor is under suspension by the State of California.
3. The listed LBE subcontractor address is listed as a PO Box number. Per the LBE Guidelines attached to the solicitation, a LBE must have a physical address within the City of Sacramento or unincorporated County of Sacramento.
4. The listed LBE subcontractor has an expired DIR number. Per California law, all subcontractors working on public works projects must have a valid DIR number.
Based on the reasons listed above, Clyde G. Steagall Inc. became the lowest responsible bidder.
The Engineer’s construction cost estimate was $726,000.

Financial Considerations: The total estimated cost for this project is $1,238,288 which includes the low bid of $997,663 and additional costs up to $240,625 for design and inspection costs. The current budgeted amount in the project of $576,955 does not provide sufficient funds to award this contract and complete the project. To provide sufficient funding for this project, staff recommends transferring $661,500 from the Facility Electrical Rehabilitation Program (W14230200, Fund 6021) to the Sump 117 Rehabilitation Program (W14004500, Fund 6021). There is sufficient funding in the Facility Electrical Rehabilitation Program for this transfer.
There are no General Funds planned or allocated for this project.
