Recommendation:

Recommendation

Adopt a Resolution: 1) awarding a Professional Services Agreement for exclusive ticketing services at the SAFE Credit Union Convention Center, SAFE Credit Union Performing Arts Center, and Memorial Auditorium to Ticketmaster with an initial term from January 1, 2020 through December 31, 2025, with up to two additional three-year extension options; 2) authorizing the City Manager or the City Manager’s designee to execute the Professional Services Agreement between the City of Sacramento and Ticketmaster; 3) authorizing the City Manager or the City Manager’s designee to increase the Fiscal Year (FY) 2019/20 Convention and Cultural Services Department revenue budget by $250,000 (Community Center Fund, Fund 6010) to reflect the terms of the agreement with Ticketmaster; and 4) authorizing the City Manager or the City Manager’s designee to increase the available fund balance of the Community Center Fund (Fund 6010) by $250,000.

Description/Analysis

 

Issue Detail: The current service provider agreement for ticketing services is set to expire on June 30, 2020. On July 9, 2019, Request for Proposal (RFP) No. P19171141001 was released via the City’s bid portal (Planet Bids) to solicit proposals to establish a new agreement for an exclusive ticketing services provider to allow for services to be uninterrupted and to allow enough time to complete this RFP process and for training and set up should a new provider be selected.

 

Following this RFP process, staff recommends awarding a Professional Services Agreement for exclusive ticketing services at SAFE Credit Union Convention Center, SAFE Credit Union Performing Arts Center, and Memorial Auditorium to Ticketmaster.

 

Policy Considerations: The recommendations in this report are consistent with the provisions of Sacramento City Code Chapter 3.64: Contracts for Professional Services. 

 

Economic Impacts: None.

 

Environmental Considerations: The proposed activity is not a project pursuant to the California Environmental Quality Act (CEQA), CEQA Guidelines section 15378(b)(2). The activity is a continuing administrative or maintenance activity and is not subject to CEQA.

 

Sustainability: None.

 

Commission/Committee Action: None.

 

Rationale for Recommendation: There were two proposals submitted prior to the proposal due date of 2pm on August 5, 2019. The proposals were evaluated by a panel of City staff and Visit Sacramento staff and were evaluated based on the following criteria:

 

                     Experience and Responsibility

                     Financial Proposal

                     Customer Service

                     Overall Quality of the Response

 

The panel determined the proposal submitted by Ticketmaster was the best overall providing an interface that appeared to be more customer friendly, providing better marketing opportunities to help our promoters and arts groups users fill seats and providing a system that is usable by our internal staff.

 

Additionally, the proposal provided by Ticketmaster presented:

 

                     Ticketmaster as the leading ticketing provider in the nation.

                     Ticketmaster’s system will include seamless interface with social media platforms.

                     Ticketmaster’s system is user-friendly and includes a select your own seat function.

                     Robust search engine features to help fight against people purchasing from unauthorized ticket sellers.

 

Financial Considerations: Revenue from the ticketing service fees added to the price of the ticket is shared between the provider and the City. The City operates the on-site box offices where tickets may be purchased with no service fee to the patron. The annual revenue to the City is estimated to be $300,000.

 

Additionally, Ticketmaster will provide to the City a one-time $250,000 signing bonus that will be due to the City within 30 calendar days from the start of this proposed agreement. The recommended action will increase the Convention and Cultural Services Department revenue budget and the available fund balance by $250,000 (Community Center Fund, Fund 6010).
