Description/Analysis

 

Issue Detail: The Department of Public Works received an Honorary Street Sign Topper request from Kang United Arts College. The request is to recognize and honor Master Myung Kyu Kang. The street sign toppers are proposed at the entrances to Uptown Alley bounded by 16th Street and 17th Street. The specific locations are shown in Exhibit A.  The street sign topper design and appearance are shown in Exhibit B.

 

Policy Considerations: The proposed action is consistent with Resolution No. 2016-0358 approving the City Honorary Sign Topper Policy, City Code Section 3.76 - Revocable Permits and Resolution No. 81-845 Approving General Provision for Revocable Permits.

 

Economic Impacts:  Not applicable

 

Environmental Considerations: In accordance with Section 15061(b)(3) of the California Environmental Quality Act Guidelines, no environmental review is necessary because there is no possibility that the recommendations in this report may have a significant effect on the environment.

Rationale for Recommendation: Master Myung kyu Kang has made significant cultural, historical, and humanitarian contributions to the City. Staff reviewed and determined that the locations for placement of street sign toppers and the street sign topper design and appearance conform with the City Street Sign Topper Policy.

 

Financial Considerations: The City’s Honorary Street Sign Topper program is revenue neutral for the City. Groups who nominate neighborhoods or individuals for recognition through street sign topper placement will be required to reimburse the City for staff costs, fabrication, placement, and maintenance of street sign toppers.

 

Local Business Enterprise (LBE): Not applicable

 

Background: On October 25, 2016, the City Council adopted Resolution No. 2016-0358 approving the City Honorary Street Sign Topper Policy. This policy provides an avenue for the recognition of historic or significant neighborhoods and the contribution of distinguished citizens by placement or installation of a street sign topper on existing street sign poles. The resolution also stipulates that City Council shall approve the topper sign content and placement by adoption of a resolution.

 

The Department of Public Works received the Honorary Street Sign Topper request from Kang United Arts College. The request is to recognize and honor Master Myung Kyu Kang. The street sign toppers are proposed installed at the entrances to Uptown Alley bounded by 16th Street and 17th Street. The specific locations are shown in Exhibit A.  The street sign topper design and appearance are shown in Exhibit B.

 

Kang’s United Arts College is located at 2111 16th Street within the Richmond Grove Neighborhood in the City of Sacramento. The School is one of the oldest Moo Duk Kwan schools in the nation and is founded by the late Master Myung Kyu Kang. Master Kang taught at the school from 1964 until his passing in 2012. Over time, he taught more than 70,000 students and over 5,000 were black belt students. Master Kang was a Korean War Veteran who immigrated to the Sacramento in 1963. He made Sacramento his home where he raised his family. Master Kang was a Physical Education Professor at CSUS for 29 years, and he was a 10th Degree Master in Taekwondo. Master Kang’s philosophy of belief, respect and appreciation still lives, and his teachings continue at the school.

 

Currently, there are no street signs for Uptown Alley. Upon City Council’s approval of the Resolution for Street Sign Topper for Master Kang, two standard street signs for Uptown Alley and two sign toppers for Master Myung Kang will be procured and installed. The applicant shall submit and obtain approval from the Department of Public Works for a Revocable Permit for the actual placement or installation of the street sign toppers. Public Works will process the Revocable Permit application under City Code Section 3.76 - Revocable Permits and Resolution No. 81-845 Approving General Provision for Revocable Permits.

 

The applicant will also submit a request to the Department of Public Works for installation of Uptown Alley signs. The Uptown Alley signs will be installed at the entrances to Uptown Alley bounded by 16th Street and 17th Street. The Street Topper for Master Kang will be installed atop the new Uptown Alley signs. This Uptown Alley street/alley name can be usedas property address by property owners whose property abuts the alley with proper permitting through the city.
