Description/Analysis

IssueDetail

Issue Detail: Parking adjacent to McKinley Park (see Exhibit A), Winner’s Circle Park (see Exhibit B), and William Land Park (see Exhibit C) is currently unrestricted in the evenings.  All three parks are closed to the public from dusk to dawn, however, vehicles routinely park in these areas after the parks are closed. Establishing new “No Parking 11:00 p.m. to 5:00 a.m.” restrictions and posting signage will clearly communicate prohibited hours, reinforce park closure times, and help keep these areas clear.

PolicyConsiderations

Policy Considerations: The recommendations in the report are in accordance with City Code Section 10.36.040, which prohibits parking when signs are erected giving notice thereof, that no person shall stop, stand or park on the days indicated on such signs, between the hours specified on such signs or upon any of the streets described in resolutions duly adopted by the City Council. The authority of a local agency to regulate on-street parking is set forth in California Vehicle Code section 22507(a) which permits local authorities to prohibit or restrict the stopping, parking, or standing of vehicles on certain streets during all or at certain hours of the day either by ordinance or resolution.

EnvironmentalConsiderations

Environmental Considerations: The current proposal involves parking restrictions. The proposal is not a “project” in accordance with Section 15378 of the California Environmental Quality Act Guidelines. The implementation of these parking restrictions does not have potential for resulting in either direct or indirect physical changes in the environment. Therefore, as determined by the City’s Environmental Services Planning Manager, no environmental review is necessary.

RationaleforRecommendation

Rationale for Recommendation:

Parking adjacent to McKinley Park (see Exhibit A), Winn Park (see Exhibit B), and William Land Park (see Exhibit C) is currently unrestricted during evening hours, despite all three parks being closed to the public from dusk to dawn. This creates inconsistent conditions where park access is restricted, but surrounding curb space remains available for overnight parking, leading to confusion, reduced visibility, and potential safety concerns.

 

In coordination with the Parks Department and informed by input from nearby stakeholders, the proposed establishment of consistent “No Parking 11:00 p.m. to 5:00 a.m.” zones is intended to align curbside regulations with park operating hours. This approach promotes uniformity across park-adjacent corridors, improves clarity for drivers, and supports safe and unobstructed access for emergency response, maintenance, and neighborhood circulation.

 

The recommended changes will provide a clear, enforceable framework that enhances public safety, reduces ambiguity, and reflects a coordinated City approach to park operations and adjacent right-of-way management.

Financial Considerations: The cost to implement the recommended parking regulation is estimated to be $3,400.00. Sufficient funds are available in the Parking Services Division FY2025/26 operating budget (General Fund, Fund 1001).
