Description/Analysis
Issue Detail: As set forth in Section 2.84.130 of the City Code, the Sacramento Metropolitan Arts Commission (SMAC) recommends selection of artwork for the Art in Public Places (APP) program. Staff is recommending that City Council: 1) authorize the execution of an agreement with artist Jiayi Young for a not-to-exceed amount of $290,000 for the design, fabrication, installation, and purchase of artwork to be located within the Plaza between the SAFE Credit Union Convention Center and the SAFE Credit Union Performing Arts Center at 1400 J Street in Sacramento, California; and 2) authorize the execution of an agreement with artist Atlas Labs, Inc., for a not-to-exceed amount of $290,000 for the design, fabrication, installation, and purchase of artwork to be located on the East Plaza of the SAFE Credit Union Convention Center at 1030 15th Street in Sacramento, California.
Policy Considerations: The City has an APP program as set forth in Chapter 2.84 of the Sacramento City Code, which requires at least 2% of the total construction cost for eligible capital improvement projects to be spent on artworks in public places. SMAC is charged with providing for the nature, selection, and placement of these artworks.
Economic Impacts: None.
Environmental Considerations:
California Environmental Quality Act (CEQA): In accordance with CEQA, the City, as “lead agency”, determined that an Environmental Impact Report (EIR) should be prepared for the Convention Center Complex (C3) Renovation and Expansion Project. On June 19, 2018, City Council approved Resolution No. 2018-0252 certifying the Environmental Impact Report and Mitigation Monitoring Plan for the C3 Renovation and Expansion Project.
Sustainability: The C3 Renovation and Expansion Project has been designed utilizing energy efficient standards and will reduce the carbon footprint contribution, therefore helping meet the City of Sacramento’s sustainability goal.
Commission/Committee Action: In accordance with City Code section 2.84.080 (E), SMAC has the authority to make recommendations to the City on all artworks to be acquired by the City either by purchase or gift.
On August 12, 2019 and November 14, 2019, SMAC unanimously approved the designs submitted by Jiayi Young and Atlas Labs, Inc. SMAC recommends the City purchase these artworks for placement at the SAFE Credit Union Convention Center sites outlined above.
Rationale for Recommendation: SMAC is recommending the purchase of these artworks because they are of the highest quality. The artworks are indicative of the values the City desires to convey to both residents and visitors alike who attend events at the Convention Center Complex. The artists were selected pursuant to an open and competitive process, and funding has been set aside for the purchase of these artworks. Finally, these two artists were chosen because they have the ability and experience to complete the projects as proposed.
Financial Considerations: Sufficient funding is available in the Convention Center Complex Renovation Project (M17100100) to execute the agreement with Jiayi Young in an amount not to exceed $290,000 and to execute the agreement with Atlas Labs, Inc. in an amount not to exceed $290,000.
Minimal maintenance is expected for these artworks and maintenance costs are estimated at $500 annually.
