Adopt a Resolution authorizing the City Manager or the City Manager’s designee to: 1) execute a training agreement in an amount not to exceed $165,000 between the California Commission on Peace Officer Standards and Training (POST) and the Sacramento Police Department for the Fiscal Year (FY) 2019/20 Emergency Vehicle Operation Course (EVOC); and 2) adjust the revenue and expense budgets in the Police Department’s FY2019/20 Operating Budget by $165,000.

Description/Analysis
Issue Detail: The Sacramento Police Department’s (SPD) Research, Development, and Training Division provides California Commission on Peace Officer Standards and Training (POST) certified training on Emergency Vehicle Operations Course (EVOC) to law enforcement agencies statewide and to students interested in law enforcement training. EVOC is a Regular Basic Course, an entry-level training requirement for California peace officers specified in Penal Code section 832.3(a) as well as peace officers employed by POST participating agencies as specified in Commission Regulation 1005(a). Under the proposed agreement number 19112114, POST will reimburse the City for its 40-hour EVOC training services at $1,500 per student, up to the maximum amount of $165,000.
Policy Considerations: The recommendations contained in this report are consistent with Sacramento City Code Section 3.04.020 requiring City Council approval to enter into agreements involving income or expenditures greater than $100,000.

California Environmental Quality Act (CEQA): The course activity under this agreement does not constitute a project as defined under section 15378(a) of the CEQA Guidelines and is therefore exempt from the CEQA process, per Sections 15061 (b)(3).

Rationale for Recommendation: The SPD’s Research, Training, and Development Division has an established Police Academy that instructs two 24-week long academy sessions per year. The SPD’s POST-certified EVOC training courses are designed to show peace officers the importance of defensive driving principles and techniques in order to develop safe driving habits. The POST agreement will allow the SPD to offset its costs for two EVOC courses.
Financial Considerations: The POST agreement will reimburse the City for its services at $1,500 per full-time sworn officer student during the academic year 2019-2020, at a not-to-exceed maximum of $165,000. This funding will be used to offset the operating budget cost of course materials, equipment, and instructor time.
