Description/Analysis

 

Issue Detail:  On August 13, 2019, the City Council approved the construction of the North Natomas Community Center and Aquatic Complex (NNCCAC) and the Project Agreement with Natomas Unified School District (NUSD) for their contribution of $10.6 million dollars towards construction of the 50-meter pool and associated support buildings, or 20% of the total cost after deducting the value of the surplus parcel.  Per terms of the Project Agreement, both parties agreed to negotiate terms of joint use agreement prior to December 18, 2019 for the use of the 50-meter pool by NUSD students. The Operations Agreement is to be approved prior to NUSD’s first installment payment.

 

As part of the Project Agreement, the City agreed to transfer to NUSD an approximate 5.788-acre surplus parcel located across from Inderkum High School. NUSD plans to use this property to expand parking so they can further develop the school site.  New Market Road is being extended to serve the NNCCAC and NUSD has agreed to provide a $1.0 million contribution because the street extension is also needed for access to the new parking lot. A traffic signal will be installed at the intersection to allow for safe crossing between the high school and the aquatic complex. The NNCCAC will provide 241 parking spaces on-site. Under the parking section of the Operations and Parking Access Agreement, NUSD will allow the City to use its parking facilities during special events at NNCCAC and North Natomas Regional Park when more parking is needed, as long as the use does not conflict with school activities. 

 

The 50-meter pool operation section of the Agreement addresses shared use of the 50-meter pool by providing NUSD students and staff access during Physical Education classes, after school for swim teams and athletes to practice, during the summer for athlete conditioning, and a certain number of special events sponsored by NUSD at no cost. The Agreement also addresses shared operations and maintenance costs based on the proportional hours of use by NUSD.

 

The City will offer a variety of swim programs at NNCCAC including swim lessons, classes like water aerobics, adult lap swim, junior lap swim, lifeguard training, and swim teams. The City plans to expand its swim programs at this facility to ensure there is equity for all Sacramento residents to use the 50-meter pool on a citywide basis. The City will expand equity programs to benefit disadvantaged communities citywide.  In addition to providing scholarships for its swim classes, the City will provide water safety and lifeguard training programs to help the disadvantaged communities. The City will also leverage free transit pass programs for youth to access aquatic programs. The City’s goal is to keep access to public pools affordable for youth and families by discounting the cost of swim lessons, classes and recreation swim, making it accessible citywide.  NUSD is expected to participate in the equity program for its disadvantaged students.

 

Policy Considerations: The requested actions are in accordance with Project Agreement with NUSD approved on August 13, 2019. Equity programs will be developed in accordance with Council direction. Joint-use of park facilities are in accordance with the General Plan policy ERC2.2.17

 

Economic Impacts: Not applicable.

 

Environmental Considerations: The NNCCAC project was subject to environmental review under a mitigated negative declaration when the North Natomas Regional Park Master Plan was amended to add this facility.  The action to approve the Operations and Parking Access Agreement is exempt from environmental review under California Environmental Quality Act Guidelines section 15378(b)(5) government administrative activities.     

 

Commission/Committee Action: Not applicable.

 

Rationale for Recommendation: The Operations and Parking Access Agreement is consistent with NUSD’s terms for approving the $10.6 million commitment for the NNCAC project and the agreement will provide for adequate parking to accommodate large events at the complex and the regional park.

 

Financial Considerations: The Operations and Parking Access Agreement is needed before NUSD is obligated to pay its $10.6 million funding contribution towards the NNCCAC construction costs.  The Agreement outlines the cost-sharing arrangement for on-going operation and maintenance of the 50-meter pool.  NUSD will contribute towards the actual cost of on-going operation and maintenance based on its proportional usage of the 50-meter pool and the ancillary facility.  The total estimated annual cost for on-going operation and maintenance of the 50-meter pool is approximately $585,000 and will be incorporated into the annual budget process. This amount will be off-set by revenues from special events and 3rd party rentals.  Based on NUSD’s usage, they could be responsible for between $100,000 and $200,000 of the estimated on-going operation and maintenance cost, but not to exceed 33%.
