Description/Analysis
Issue Detail: The State of California Natural Resources Agency is administering a grant funded through Assembly Bill No. 74, Chapter 23, which makes appropriations for the support of the government youth programs. The Secretary of the Natural Resources Agency is to administer funds for local assistance in the amount of $735,000. The purpose of the allocation of funds is highlighted by California Assembly Member Jim Cooper as “help[ing] create and navigate critical pathways for youth development, community safety, and family health for all youth of South Sacramento.” Funds should help empower youth, strengthen neighborhoods, and provide life-enriching youth programs to achieve a thriving, diverse and civically engaged community. Staff collaborated with District 8 Council Member Larry Carr to screen potential projects for eligibility based upon the grant criteria and staff is recommending submitting an application for the following projects.
• Pannell Community Center - Improvements to the facility and capital expenditures including technology hardware to support the center’s programs. Funding may also be used to support community engagement events organized through the center.
• Projects to support capital expenditures of community-based nonprofit organizations providing services in Council District 8. Project costs will enhance program supplies and support the provision of program services in South Sacramento communities.
The proposed project scopes are subject to review by the State. As part of the grant application, a detailed scope of work and cost estimate will be submitted to the State Natural Resources Agency for approval. Grant applications must be preceded by a City Resolution approving the filing of an application. This action authorizes the City Manager or the City Manager’s designee to file the grant application and execute the grant agreement. If the grant application is approved, staff will seek authorization by City Council to establish the capital improvement project accounts.
Policy Considerations: Funding for the projects would enhance community and recreation facilities and services that enhance community livability, improve public health and safety, and are responsive to the needs and interests of residents. This is consistent with the City’s General Plan Goals in the areas of Education, Recreation, and Culture.
Economic Impacts: Not applicable.
Environmental Considerations: This report concerns fiscal activities that do not constitute a “project” as defined by the California Environmental Quality Act (CEQA) Guidelines Section 15378(b). The capital expenditure projects will be reviewed for CEQA compliance before the work is approved.
Sustainability: The projects have been reviewed for consistency with the goals, policies, and targets of the City’s Sustainability Master Plan (SMP), the City’s Climate Action Plan, and the 2035 General Plan. The projects will advance the goals, policies, and targets of these plans by improving the health of residents through access to a diverse mix of wellness and recreation activities and maintain well-structured neighborhoods that meet the community’s needs for high-quality living environments.
Commission/Committee Action: Not applicable.
Rationale for Recommendation: The recommended projects meet grant criteria as they address youth development, community safety and family health, and serve South Sacramento neighborhoods. The proposed projects also focus on life-enriching programs and strengthening neighborhoods, in alignment with the primary grant purpose.
Financial Considerations: The proposed grant application would provide State funds for the planned projects. No matching funds are required. Staff will submit a report requesting the City Council to make final recommendations upon the grant award and authorization to establish the capital improvement project accounts.
Local Business Enterprise (LBE): Not applicable; no goods or services are being purchased with this action. The City’s LBE requirements will be applied to the project if local business preferences are allowed under the State grant agreement.
