Recommendation

Adopt a Resolution authorizing the City Manager, or the City Manager’s designee, to: 1) accept a grant award of $385,000 from the California Office of Traffic Safety; 2) establish the FY 2020/21 Selective Traffic Enforcement Program (STEP) operating grant project (G11016221); and 3) establish revenue and expenditure budgets in the amount of $385,000 in the FY 2020/21 STEP grant (G11016221) to implement the program.

Description/Analysis

 

Issue Detail: The California Office of Traffic Safety (OTS) has awarded $385,000 to the Sacramento Police Department (SPD) in federal grant funding to participate in the Selective Traffic Enforcement Program (STEP). The term of the grant is for one federal fiscal year, beginning October 1, 2020 and ending September 30, 2021.  This grant will support traffic enforcement and driving-under-the-influence overtime activities, services/supplies, and travel/training.

 

Policy Considerations: The recommendations contained in this report are consistent with Sacramento City Code Section 3.04.020, which requires City Council approval to enter into an agreement greater than or equal to $250,000, and City Council Resolution 2020-0123 which requires City Council authorization to establish an operating grant of $250,00 or more.

 

Economic Impact: None

 

Environmental Considerations:

 

California Environmental Quality Act (CEQA): As defined in Section 21065 of the State of California Public Resources Code, this action is not considered a “project” and is therefore exempt from CEQA requirements.

 

Sustainability: None

 

Commission/Committee Action: Not applicable

 

Rationale for Recommendation: The primary purpose of this grant is to “reduce the number of persons killed and injured in crashes involving alcohol and other primary collision factors” by implementing “best practice strategies” including, but not limited to, Driving Under the Influence (DUI) operations; traffic safety education presentations and enforcement; distracted driving enforcement; and pedestrian and bicyclist safety enforcement.

 

California Office of Traffic Safety Crash Rankings reveal that in 2017, compared to 14 other major California cities, Sacramento was the third-worst city for traffic crashes.  Sacramento ranks among the top three worst cities for crashes involving alcohol; crashes where the driver was between the ages of 21 and 24 and had been drinking; and crashes involving bicyclists. In 2017, there were 3,057 victims that were either injured or killed in crash. By accepting this grant, the SPD will have funding to conduct overtime operations that focus on traffic safety and DUI issues, incorporating both educational and enforcement strategies.

 

Financial Considerations: The grant award will support overtime expenses, media/education materials, travel/training, and miscellaneous supplies to be used during enforcement and education operations. No general fund resources are required to support the grant activities.
