Description/Analysis

IssueDetail

Issue Detail: The City is legally required to dispose of biohazardous waste generated by City operations and materials abandoned at City facilities and in public right-of-way within the City limits. The City has a continuing need for remediation of biohazardous materials such as abandoned syringes as well as bodily fluids/substances found at trauma scenes, in police patrol vehicles, in parks, on right of ways and on private properties where owners do not take responsibility for abating hazardous conditions. The need to remediate biohazards continues to expand including extensive work at abandoned encampments and City buildings.

Policy Considerations: Council approval is required to execute agreements for services if the amount to be expended under each such agreement is $250,000 or more. This recommendation is consistent with City Code section 3.56 and in accordance with Procurement Policy Number AP-4101 Section 1.1(b).

Rationale for Recommendation: On March 11, 2026, the City issued RFP ‘P26081321001 Biohazard Remediation Services’. Four firms submitted proposals, two of which were responsive. The three-person review panel, which included Environmental Health and Safety staff, reviewed both proposals and scored the proposals based on the RFP Proposal Evaluation Criteria:

Forensiclean was rated highest overall (91.67/100) and stood out in Cost of Services, References, and LBE. 

 

Forensiclean has consistently delivered effective biohazard remediation services to the City over the last contract period.

FinancialConsiderations

Financial Considerations: The Risk Fund pays for the removal and proper disposal of biohazardous syringes collected from throughout the City and brought back to the North and South Area Corporation Yards accumulation points. Departments fund routine disposal of biohazardous wastes and Department-specific cleaning and disinfection from supplies and services budgets. This contract ensures coverage for widespread or rapid-response for biohazardous waste cleaning and disinfection services.

 

City staff attempt to identify parties responsible for abandoned materials or accidental contamination caused by biohazardous materials. When a responsible party is identified, City staff pursue cost recovery. The Community Development Department, Code Enforcement Division administers all work on private property and seeks reimbursement as authorized by City codes.
