Description/Analysis

IssueDetail

Issue Detail: Property owners within the Oak Park area have proposed to renew the Oak Park Property and Business Improvement District (District) for a ten-year term. The District was originally formed in 2004 for a five-year term and was renewed in 2009 for a seven-year term. The District was then renewed for a ten-year term in 2016. If renewal efforts are successful, this renewed District will be in place for a ten-year term beginning January 1, 2027.

 

If renewed, the District will provide improvements, activities, and services such as maintenance, security, infrastructure improvements, marketing and promotional programs, and advocacy on behalf of the properties located in the District to promote the area as clean, safe, and vibrant.

 

The City currently owns 32 parcels within the proposed District and will benefit from the services of the District. City participation in the District will serve the public interest because the proposed services provided by the District will help make the District more attractive, encourage more visitors, and bring new business investment to the District.  The services will continue to be implemented and managed by Oak Park Business Association, a nonprofit owners’ association. 

 

If the City Council wants to support renewal of the District, the Council may delegate to the City Manager or City Manager’s designee the authority to sign the property owner’s petition and assessment ballot on behalf of the 32 City-owned properties that are within the proposed District boundaries. The City-owned properties are detailed in Exhibit A of the attached Resolution.

 

The total District assessment for the first year of the renewed District would be approximately $338,537 and is currently anticipated to be levied on 220 assessed parcels. Of these 220 assessed parcels, the City currently owns 31 parcels which would be assessed.  The City also owns one additional parcel within the proposed District boundaries that is anticipated to not have an assessment. The City’s assessment for the first year of the District’s term would be $59,993. City-owned parcels have been included and assessed in the District since it was formed in 2004, and City owned parcels are also assessed in other PBIDs within the City and have benefitted from PBID services. Staff is recommending that City parcels continue to be included as assessed parcels in the renewed District.

FinancialConsiderations

Financial Considerations: The City currently participates as a property owner in the District, and if the District is renewed, the City will pay a total assessment of $59,993 in the first year of the renewal period. Future increases in the District’s assessment rates are capped at 3% annually. Assessment payments would be funded by the General Fund.
