Recommendation: Pass a Motion authorizing the City Manager or designee to: 1) use the On-Call Contractor Services List created by the Department of Public Works, Facilities Maintenance Division (approved by Motion 2023-0131), as the basis for a competitive selection process; and 2) execute a Construction contract in a not-to-exceed amount of $363,555 with Collins Electrical Company, Inc. as identified in Attachment 2.

Description/Analysis
IssueDetail
Issue Detail: The SAFE Credit Union Performing Arts Center underwent a major remodel in 2021, which included upgrades to building systems, including lighting. In 2023, the lighting system began experiencing operational issues. City staff performed troubleshooting work to identify and resolve the issue and maintain facility operations. Following that work, warranty coverage for the lighting system was no longer available as a remedy.
In 2025, the lighting system began experiencing intermittent pulsing and continued performance issues. The City’s on-call electrical contractor, Collins Electric Company, Inc., was engaged to evaluate the problem. Due to the intermittent nature of the issue, the contractor performed a series of troubleshooting efforts over an extended period to isolate the cause. Despite these efforts, the issue persisted.
After approximately one year of diagnostic work and unsuccessful attempts to resolve the problem through repair, Collins Electric determined that the lighting system was deteriorating and that full replacement of the lighting system is the most appropriate solution. Staff recommend replacement rather than continued piecemeal repairs because the existing system has not proven reliable, the issue affects facility operations, and continued troubleshooting would likely result in additional cost without assurance of a permanent solution.
The scope of work includes installation of scaffolding and protective coverings, removal and replacement of existing lighting fixtures and associated wiring, installation, and programming of a new DMX lighting control system, testing and commissioning of the new system, restoration of affected ceiling finishes, painting, and final cleanup. Collins Electrical Company will provide overall project coordination and subcontractor management to ensure successful completion of the work.

EconomicImpacts
Economic Impacts: The proposed work requires approximately three weeks to complete. Staff has identified July 1 through July 25, 2026, as the available construction window, during which there are currently no bookings at the SAFE Credit Union Performing Arts Center. This timing allows the work to be completed with minimal disruption to scheduled performances, events, resident companies, patrons, and City revenue.
Due to confirmed bookings, the next comparable window of opportunity is not expected until summer 2027. Delaying the work could create significant economic risk if facility conditions require an unplanned closure or emergency repairs during the active season. Such a closure could result in cancelled or rescheduled shows, lost event revenue, ticket refunds, impacts to resident performing arts organizations, and potential contractual damages or other costs associated with cancelled bookings.
For the recently completed Season 2025-2026, the City’s gross revenue from all PAC events totaled $4,392,861.23, represented in Attachment 3. This amount includes revenue from performing arts events, one-off concerts, speaking engagements, comedy shows, and other event activity. During the same season, the SAFE Credit Union Performing Arts Center’s four resident performing arts groups generated an additional $16,869,848.81 in gross revenue, represented in Attachment 4. Combined, these figures represent $21,262,710.04 in annual gross event activity associated with continued operation of the facility.
Completing the work during the July 2026 booking gap reduces the likelihood of event cancellations, revenue loss, and potential damage claims, while helping preserve the SAFE Credit Union Performing Arts Center’s ability to support City revenue, resident arts organizations, touring productions, and related local economic activity.

RationaleforRecommendation
Rationale for Recommendation: The Department of Public Works, Facilities Maintenance Division, received City Council approval to establish an On-Call Contractor Services List for their division (Motion No. 2023-0131, May 30, 2023). This Motion authorizes other City departments to use vendors listed on the qualified On-Call Contractor Services List for construction and maintenance contracts in lieu of competitive bidding. Staff recommends entering into a construction contract with Collins Electrical Company, Inc.
Due to the Center’s performance schedule, construction must begin by July 1 to complete the work during the available outage window. Missing this start date would delay the project until next summer, as the facility schedule does not provide another opportunity for this work. The existing fixtures are not expected to remain reliable until that time, creating a significant risk of lighting failures during events.
Approval of this project will address the immediate reliability concerns, prevent disruption to scheduled performances, and ensure continued operation of the SAFE Credit Union Performing Arts Center.
