Issue Detail: Sacramento City Charter ? 29 states that the Chair of the Compensation Commission shall be a retired judicial officer. Arthur Scotland is the only appointed commissioner who qualifies for this role so he will continue to serve as Chair of the Compensation Commission.
Sacramento City Code Section 2.40.170 states that each city board and commission shall elect one of its members to serve as vice-chairperson for each calendar year. The chairperson shall be the presiding officer and shall ensure the orderly conduct of the meeting. If the chairperson is absent, the vice-chairperson shall act in the capacity of the chairperson.
The chairperson (or vice-chairperson in the absence of chair) is responsible for presiding at all meetings and charged with equally applying rules of conduct, ensuring parliamentary procedure is followed, compliance with the Brown Act, and that the scope and work of the commission is accomplished.
