Description/Analysis

Issue Detail: The Sacramento County Grand Jury 2017-2018 Report included an assessment of camping on the American River Parkway, included as Attachment 2 to this report. In their report, the Grand Jury concluded that most, if not all, people illegally camping on the Parkway are people experiencing homelessness, and that the appropriate deterrent to this camping is for the city to enact a carefully crafted "stay away" ordinance. Their report recommends that the City and County both consider passing such an ordinance and requested a response from the City. The proposed response letter, included as Attachment 3 to this report, acknowledges that illegal camping remains an issue on the Parkway, but rejects the Grand Jury's recommendations, as the City is already working to address the root causes of homelessness, and has devoted substantial time and resources toward the issue of urban camping and the associated impacts.

Policy Considerations: The Grand Jury is an arm of the Sacramento County Superior Court and is considered part of the judicial branch of government. Penal Code Sections 933 and 933.05 require that the City submit specific respo...
