Description/Analysis

Issue Detail: The 2019 Speed Lump Project consists of the installation of speed lumps, signs, and markings to reduce vehicle speeds in residential neighborhoods. The streets are selected through traffic investigations and a voting process where residents are balloted for approval of speed lump installation.

Policy Considerations: The 2019 Speed Lump Project serves to enhance the quality of life within existing neighborhoods as part of Vision Zero and using neighborhood traffic management techniques, while recognizing the City's desire to provide a grid system that creates a high level of connectivity, consistent with General Plan Goal M 4.3.

Economic Impacts: None.

Environmental Considerations:

California Environmental Quality Act (CEQA): The Community Development Department, Environmental Planning Services Division, has reviewed the 2019 Speed Lump Project and has determined that the project is exempt from the provisions of the California Environmental Quality Act (CEQA) under Class 1, Section 15301. Projects exempted under Class 1, Section 15301(c), consist of the operation, repair, or minor alteration of existing highways, streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities involving negligible or no expansion of use.
