Recommendation
Adopt a Resolution authorizing the City Manager or the City Manager's designee to: 1) execute a training agreement in an amount not to exceed $165,000 between the California Commission on Peace Officer Standards and Training (POST) and the Sacramento Police Department for the Fiscal Year (FY) 2019/20 Emergency Vehicle Operation Course (EVOC); and 2) adjust the revenue and expense budgets in the Police Department's FY2019/20 Operating Budget by $165,000.

Description/Analysis

Issue Detail: The Sacramento Police Department's (SPD) Research, Development, and Training Division provides California Commission on Peace Officer Standards and Training (POST) certified training on Emergency Vehicle Operations Course (EVOC) to law enforcement agencies statewide and to students interested in law enforcement training. EVOC is a Regular Basic Course, an entry-level training requirement for California peace officers specified in Penal Code section 832.3(a) as well as peace officers employed by POST participating agencies as specified in Commission Regulation 1005(a). Under the proposed agreement number 19112114, POST will reimburse the City for its 40-hour EVOC training services at $1,500 per student, up to the maximum amount of $165,000.
