Recommendation
Recommendation: Pass a Motion authorizing the City Manager or designee to: 1) use the On-Call Contractor Services List created by the Department of Public Works, Facilities Maintenance Division (approved by Motion 2023-0131), as the basis for a competitive selection process; and 2) execute a Construction contract in a not-to-exceed amount of $363,555 with Collins Electrical Company, Inc. as identified in Attachment 2.

Description/Analysis
IssueDetail
Issue Detail: The SAFE Credit Union Performing Arts Center underwent a major remodel in 2021, which included upgrades to building systems, including lighting. In 2023, the lighting system began experiencing operational issues. City staff performed troubleshooting work to identify and resolve the issue and maintain facility operations. Following that work, warranty coverage for the lighting system was no longer available as a remedy.

In 2025, the lighting system began experiencing intermittent pulsing and continued performance issues. The City's on-call electrical contractor, Collins Electric Company, Inc., was engaged to evaluate the problem.
