Issue Detail: Staff recommends Council approve an agreement with MRPE, Inc., for the preparation of a master plan, combining Drainage Basins 33 and 34, that provides a comprehensive assessment of the hydraulic condition of the drainage collection systems. Preparation of a drainage master plan for Basins 33/34 will include system characterization, hydraulic modeling, alternative analyses, and a recommended capital improvement program.
In 1992, a pilot study, including a skeletonized hydraulic model, was completed by Kennedy/Jenks for Basins 33 and 34. The hydraulic model was based on: 2, 5, and 10-year frequency, 6-hour duration design storms; existing land use conditions; and various general assumptions.
Since completing the 1992 drainage study, several significant developments have impacted the hydraulics within Basin 33, and the Department of Utilities (DOU) hydraulic and operational design standards have been updated. In 2013 and again in 2017, MRPE, an engineering consulting firm, was selected using a general on-call agreement to expand and update the original Basin 33 model using current DOU standards. During the 2013 model-update process, it was found that many of the elevations used in the original model were inaccurate and, as a result, deep flooding didn’t exist in areas originally identified and instead occurred elsewhere. In addition, it was found that overland flow release occurred between sheds and in one location, flowed out of the basin, so it is prudent for DOU to combine master planning efforts within neighboring geographic areas in order to create accurate drainage models. Basin 34 is one of the neighboring basins impacted by Basin 33 flows and will be combined into this master plan.
Policy Considerations: City Council approval is required for professional service agreements of $100,000 or more per City Code 3.64.020.
Economic Impacts: None.
Environmental Considerations: The preparation of a drainage basin master plan is exempt from the California Environmental Quality Act (CEQA), pursuant to CEQA Guidelines Section 15306. Exempt projects under Section 15306, Information Collection, consist of basic data collection, research, experimental management, and resource evaluation activities which do not result in a serious disturbance to an environmental resource. These may be strictly for information gathering purposes, or as part of a study leading to an action which has not yet been approved, adopted, or funded.
Sustainability: The master planning results will be used to support deficiency improvement projects that are consistent with the City’s 2035 General Plan - master planning - facilities needed to prevent 10-year event street flooding and 100-year event structure flooding.

Rationale for Recommendation: On May 3, 2018, a Request for Qualifications (RFQ) (Q #18141311008) was advertised and issued on PlanetBids for drainage and wastewater master planning and modeling services. The RFQ identified two drainage basins, one separated sewer basin (Basin G354) and two sewer basins associated with the combined system, that needed master planning and modeling services. The City intended to contract with up to three qualified consulting firms, for each portion of the work. The firms were required to state an expression of the firm’s interest in all or a portion of the work within the introductory letter. The firms would be evaluated based on their stated interest. On the due date of May 31, 2018, six Statements of Qualifications were received, and four firms expressed interested in the Basin 33/34 Drainage Master Plan. The four firms include: Myriad, West Yost Associates, MRPE, and Wood Rogers.
A 5-member evaluation team that included staff from DOU and one member from Dokken Engineering, evaluated the proposals. MRPE, Inc. was the top-ranked firm for the Basin 33/34 Drainage Master Plan. Three different firms were selected for three key areas of work identified in the RFQ. Separate agreements and Council Reports will be Issued for each portion of the work.
Financial Considerations: The proposed agreement is for an amount not-to-exceed $298,790. There are sufficient funds available in the Drainage Master Plan Program (I14710100) to approve the agreement.
