Description/Analysis

 

Issue Detail: Several improvements are needed to the parking lot at the Martin Luther King Jr. Library at 7340 24th Street Bypass in Sacramento.  The existing disabled parking spaces need to be upgraded to improve safety and ensure compliance with existing parking code provisions. The built-up curbs at the parking access aisles have been a source of patron grievance and need to be reconstructed with updated curb cuts. The asphalt pavement of the existing disabled parking spaces and the access aisles will also be upgraded to reduce the slope. Finally, the wooden spacers at the front patio separating the exposed aggregate concrete sections are deteriorating, the entire front patio will be removed and replaced.

 

The recommended contract with NFB Engineering, Inc. consists of demolition of the existing asphalt concrete disabled parking spaces, walkway, and front patio, to be replaced with concrete construction, parking striping, and signage to serve visitors to the library.

 

Policy Considerations: The recommendations in this report are in accordance with the provisions of City Code Chapter 3.60.

 

Economic Impacts:  The recommended contract is expected to create 0.83 jobs (0.52 direct jobs and 0.31 job through indirect and induced activities) and create $109,021 in total economic output ($69,855 of direct output and another $39,136 of output in indirect and induced activities).

 

The indicated economic impacts are estimates calculated using a calculation tool developed by the Center for Strategic Economic Research (CSER). CSER utilized the IMPLAN input-output model (2009 coefficients) to quantify the economic impacts of a hypothetical $1 million of spending in various construction categories within the City of Sacramento in an average one-year period. Actual impacts could differ significantly from the estimates and neither the City of Sacramento nor CSER shall be held responsible for consequences resulting from such differences. 

 

Environmental Considerations: The action is exempt from review under the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines section 15302. The action consists of the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same size, purpose, and capacity as the structure replaced.

Rationale for Recommendation: On August 14, 2018, the Department of Public Works issued Invitation for Bid (IFB) No. B1901451001 for the Martin Luther King Jr. Library Parking Lot Improvements Project and six bids were received. NFB Engineering, Inc. was determined to be the lowest responsive and responsible bidder.  Construction is anticipated for Fall of 2018.

Financial Considerations:  There is sufficient funding available in the ADA Compliance Program CIP (C13000400) to execute the construction contract with NFB Engineering Inc. in an amount not to exceed $111,642 and cover the remaining project costs.

 

Local Business Enterprise (LBE): NFB Engineering, Inc. is not an LBE but has partnered with A&A Concrete Supply and Bell Marine Co., Inc, for this project to meet the minimum 5% LBE participation requirement. A&A Concrete Supply will supply concrete ready-mix supplies and Bell Marine Co., Inc. will supply the aggregate base.
