Description/Analysis
Issue Detail: The City was awarded grant funds from the California Energy Commission (CEC) Electric Vehicle (EV) Ready Communities Challenge program to develop the Sacramento EV Implementation Blueprint. Consultant services are needed to complete this project. City Council approval is required to appropriate funds and execute the recommended agreement in an amount not to exceed $198,218. A detailed scope of work is included in the Agreement.
Policy Considerations: The action requested complies with City Code 3.64, requiring City Council to authorize execution of agreements over $100,000.
The project implements City Council’s adopted goals in the EV Strategy (Motion No. 2017-0374), which calls for accelerating zero-emission vehicle (ZEV) use and adoption, increasing the visibility and awareness of ZEVs, and achieving equitable access to ZEV technologies.
Economic Impacts: None
Environmental Considerations:
California Environmental Quality Act: The action requested is not subject to the provisions of CEQA under the general rule (Section 15061(b)(3)) in that CEQA applies only to projects that have the potential for causing a significant effect on the environment.
Approval of executing an agreement and the appropriation of funds will have no effect on the environment and is therefore exempt from CEQA. Appropriate CEQA and NEPA review of the projects will take place as part of project development.
Sustainability: The proposed agreement will help the City achieve EV Strategy priorities such as supporting the efficient distribution of EV infrastructure and advancing community outreach. The transportation sector accounts for 48% of community-wide greenhouse gas emissions, the largest single sector in the community. Electrification of the transportation sector leads to reductions in petroleum use, both reducing greenhouse gas emissions and improving local air quality.
Commission/Committee Action: None
Rationale for Recommendation: With adoption of the EV Strategy, the City Council committed to ambitious goals and targets for EV adoption. The CEC grant provides funding for consultant services to further the City’s EV Strategy goals and actions. Appropriation of the grant funds is necessary to implement the State grant.
In conformance with the local and state procurement process, the City advertised a solicitation for professional consultant services to competitively select a consulting firm for the project. A pre-proposal meeting was held on June 22, 2018. The submission deadline was July 13, 2018, and five proposals were received.
A four-member panel reviewed the proposals and developed a short list for interviews based on pre-determined criteria, including project team experience, work plan, and schedule. After conducting interviews, the interview panel unanimously selected Frontier Energy. The Frontier Energy team offers extensive experience in EV planning and outreach and has successfully completed numerous of CEC-funded projects.
Financial Considerations: The total cost to deliver the Sacramento EV Implementation Blueprint Project is $307,263.
The City is providing a 35% local match share. There are sufficient funds available in the Energy Reinvestment Program (C13001900) to cover the grant match share amount.
The appropriation of $198,218 (Fund 3704) in state funding to the Energy Investment Program (C13001900) will provide sufficient funds to execute the Professional Services Agreement in the not-to-exceed amount of $198,218 with Frontier Energy.
Local Business Enterprise (LBE): Frontier Energy is not an LBE, but has partnered with DKS Associates and Crocker & Crocker for this contract to exceed the minimum LBE participation requirement. DKS Associates and Crocker & Crocker will provide 60% of the services.
