Description/Analysis
Issue Detail: Staff recommends establishing the Swanston Fountain Recirculation System Project (L19012800), which will provide a permanent water recirculation system for the historic Swanston Fountain in William Land Park. The recirculation system is required to solve significant maintenance and operations issues that include control of algae growth and conservation of water.
Policy Considerations: As stated in City Council Budget Resolution No. 2018-0235, Section 10.2, City Council approval is required to establish CIP projects.
Providing parks and recreation facilities is consistent with the City’s strategic plan to enhance livability in Sacramento’s neighborhoods by expanding park, recreation, and trail facilities throughout the City.

Environmental Considerations: The Environmental Services Manager has reviewed the project for compliance with the requirements of the California Environmental Quality Act (CEQA) and determined that it is exempt from environmental review pursuant to CEQA Guidelines Sections 15301, Existing Facilities, 15303, New Construction or Conversion of Small Structures, and 15331, Historic Resource Restoration. The project includes installing a recirculation system into the existing fountain. The scope of the work is consistent with the Secretary of Interior’s Standards given that the fountain is a historic park feature, allowing the use of these exemptions.

Rationale for Recommendation: The Swanston Fountain is a significant historical and aesthetic feature of William Land Park. Over the decades, operation of the cascading water feature of the fountain has been intermittent at best; at times it has remained idle for months. This is due to the lack of a recirculating system for the water. Without a recirculation system the fountain becomes clogged with algae and other debris within days, rendering the cascading feature inoperable. Removal of the algae is very labor intensive and has become cost prohibitive for the YPCE maintenance staff. Removal of the algae has been done several times primarily through efforts of Land Park neighborhood volunteers. However, depending on volunteers to keep the cascading water feature operational is not a permanent solution. Up until now development of a recirculation system has been cost prohibitive. However, a group of Land Park neighborhood volunteers have taken on the installation of a recirculation system as a service project. They have obtained in-kind donations of materials and labor sufficient to construct the system. The City funding requested for this project will be used to develop the necessary engineering drawings, obtain the required building permit, and pay for City reviews and inspections. This private/public partnership, in which the City provides the drawings, permits, and inspections, and the local volunteers provide the materials and labor, will deliver the sorely needed recirculation system necessary to restore this important historical an aesthetic park feature to the prestige it enjoyed when it was constructed over a century ago.
Financial Considerations: There are adequate resources in the Land Park Fund (Fund 2507) available fund balance to appropriate funding to the project as listed below:

The fountain is located in an existing park; the annual maintenance and utilities costs associated with fountain are covered in the Department of Youth, Parks, & Community Enrichment operating budget for maintenance, water, and utility costs. Furthermore, the addition of the proposed recirculation system will reduce operational costs and conserve water.
