Pass a Motion authorizing the City Manager, or the City Manager’s designee, to 1) suspend competitive bidding in the best interest of the City; and 2) execute an agreement with Advanced Helicopter Services for aircraft maintenance and repair services through June 30, 2020 with two optional one-year extensions. The full four-year agreement has a total not-to-exceed amount of $1,028,767.

Description/Analysis

 

Issue Detail: The Sacramento Police Department (SPD) has specific aircraft maintenance requirements which include that the maintenance facility possess and maintain a valid Federal Aviation Administration (FAA)- approved repair station certificate, as prescribed in Title 14 Part 145 of the Code of Federal Regulations (14 CFR 145). The facility must be available 24 hours a day as needed and be located within 50 nautical miles from McClellan Park where the SPD aircraft are located.

 

To ensure continuity of services, and for the safe maintenance and operation of the SPD fleet of aircraft, it is in the best interest of both the City of Sacramento and the SPD to enter into an agreement with Advanced Helicopter Services.

Policy Considerations: The recommendations contained in this report are in compliance with: 1) Sacramento City Code Section 3.56.090, which requires City Council authorization to enter into agreements greater than or equal to $100,000; and 2) Administrative Policy 4101 ([Procurement of] Non-Professional Services), which outlines the procedures to suspend competitive bidding.

California Environmental Quality Act (CEQA): This action is not subject to the California Environmental Quality Act (CEQA) because it does not constitute a “project” as defined in section 15378 of the CEQA Guidelines and is otherwise exempt pursuant to section 15061 (b) (3) (no significant effect on the environment) of the CEQA Guidelines.

Rationale for Recommendation: In August of 2018, the City’s Procurement Division published Bid No. B191100114104 to procure helicopter and airplane maintenance and repair services. Advanced Helicopter Services was the sole respondent to submit a response for helicopter maintenance and repair services. No submissions were received for airplane maintenance. As there were no other responsive bidders, the SPD recommends the suspension of competitive bidding requirements. 

 

The SPD has an aircraft fleet of three helicopters and one fixed-wing airplane. If the SPD cannot secure maintenance and repair services, it will have to ground its helicopters and discontinue helicopter law enforcement activities, adversely impacting the SPD’s law enforcement capabilities.

 

Financial Considerations:  The SPD has identified a combination of funding via multiple operating grants. No general fund resources are required to support this action.
